JOB DIMENSIONS（工作维度，可就财务、产量、管理下属数量、负责的公司/工厂数目方面进行描述）
1. Work on HSE issues in ATC.
2. Scope of implementing and administrating related HSE policies and programs in ATC. Responsible for the compliance of health and safety regulations in field.
3. Capability of providing HSE professional training support and administrating of safety &fire prevention also environment protection.
4. Partially work for Shanghai office HSE things
ACTIVITIES（工作行为，主要指日常的，具有代表性的工作行为）
1. Legal compliance: Monitor the activities by following the local laws and regulations, and maintain the legal conformity
2. Follow up company HSE policy and enforce company HSE procedure and instructio. Implement company 6 boxes rules
3. Identify the HSE risk in lab and provide improvement solution, conduct daily safety inspection in lab. Follow up HSE actions plan and check the effectiveness of the done actions.
4. Support to maintain the ISO14001, OHSAS18001 of Shanghai office (main job of the certification is in ATC)
5. Supervise operation and behaviour safety, lead RCA following incident and near miss for whole lab;
5. Respect MOC/PSSR for big modification or big new lab equipment introduction
6. Provide HSE orientation for new ATC staff and train the ATC staff on selected HSE topics annually.
7. Chemical management: including stock chemicals, non-stock chemical, samples, hazardous waste and follow permitting issues concerned with them.
8. Organize lab emergency response exercises, and make improvement.
9. Implement work permit and LOTO for any maintenance in ATC, conduct audits on work permit/LOTO, critical tasks, and machine guard.
10. Take the role as both fire fighting user and supervisor in Lab and meet the fire fighting regulation.
11. Coordinate HSE inspection that comes from external authorities and communicate the result lab management and China HSE
12. Prepare HSE monthly report of ATC
13. Other mission related to HSE

1. Daily HSE work not limited to HSE audit, HSE regal permit, HSE procedure draft, training, suggestions and HSE related project work.
2. Need to go into lab and occasionally business travel is needed
ACCOUNTABILITIES（主要职责，指职位本身所需要承担的责任或义务）
1. Maintain good communication with all levels staff to timely find and solve HSE issues.
2. Have good consciousness of risk analysis and prevention, involving in lab operation safety, behavior safety, chemical safety
3. Proactively take any necessary actions to eliminate the site unsafe behavior and unsafe conditions.
4. Improving the problem solving ability, keep critical eyes on the HSE issues, and report to manager in case of any high potential HSE issues and propose positively the action plan.
5. Keep good communication with local authorities (SWSA, EPA, Quality bureau, FF Bureau etc);-

- Bachelor degree in chemical industrial major or related/
- Good English skill in writing and speaking
- Be skilled in office software
