POSITION SUMMARY:
？ Responsible for implementation of CH2M HILL both field and office HSSE programs, and relevant HSE regulations in regional operations in Greater China region.
？ Coordinating with Business Group HSSE Director, Regional HSE Manager, HSE Leads, Peers in the development, implementation and maintenance of a Health, Safety, Security and Environmental (HSSE) management system and programs that is focused on supporting CH2M HILL Greater China business activities.

DUTIES AND RESPONSIBILITIES:
？ Plan, direct and manage the implementation of CH2M HILL HSSE programs and policies under senior management’s direction based on predetermined goals and objectives.
？ Works closely with Regional HSE Manager, Asia Pacific in the development of HSSE management programs, procedures that establish a clear and consistent corporate standard while maintaining sufficient flexibility to accommodate a diversity of local cultures, business practices and regulations.
？ Maintain routine communications with project safety professionals, via project site visits, periodical safety audits, conference call and weekly/monthly report, to ensure efficient project delivery support and effective implementation of HSSE standards.
？ Conduct comprehensive project safety reviews to ensure compliance with applicable company HSE standards. Identify strengths or opportunities for improvement, and existing or potential risks and mitigation measures; follow up major corrective actions.
？ Facilitate the hiring, promotions, trainings, transfers of HSE professionals, to maintain and continuously improve overall staffing and capabilities to accomplish company goals and objectives.
？ Promote Target Zero safety culture, via communication bulletins, safety messages, lessons learned, safety moments and classroom trainings, to improve employees HSSE awareness.
？ Support new business development pursuits, including preparation of safety related inputs for bid proposals, reviewing and updating proposal and contract HSE languages specific to client’s needs, participating in HSE presentation to potential clients, etc.
？ Participate in subcontractor selection process, including review of subcontractor HSE performance, questionnaires and management documentations; site visit evaluations; identification of gaps and recommendations of compensatory actions for contract execution to achieve company goals.
？ Develop, review and approve Project Specific HSE Plan for construction related projects or Field Safety Instruction suitable for project scopes and overall risk level.
？ Provides occupational health and safety, industrial hygiene, environmental protection, and risk management technical support to C2HM HILL China field projects and client requests to ensure adequate project delivery coverage.
？ Establish, implement and maintain China HSSE training structure, requirements and content, considering both enterprise wide Worker Category training system and project level training needs.
？ Provide leadership and support in the effective implementation of the office safety, security, emergency, ergonomics, environmental and sustainability programs, etc.

QUALIFICATIONS:
？ Diploma or university degree required
？ 8+ years construction site safety related experience with required certificates in safety, at least two years in managerial position
？ Be familiar with relevant Chinese safety codes, and knowledge of OSHA standards required
？ Be proactive, self initiative and team player
？ Good communication and interpersonal skills
？ Good command in English both verbal and written
