Description:
· Establish the project Controls Framework / System for cost and scheduling estimates
· Plan Project Controls Plan
· Develop the Stage 4 detailed cost and schedule base line
· Clarify and steward Capital versus Non Recurring Expenditure Guideline for Cost
· Assume appropriate SAP role for project purchases/receipts
· Set up a cost / schedule outlook and reconciles vs. plan
· Provide monthly progress reports and look ahead for cost and schedule (EPC + owners costs)
· Coordinate cost and schedule interface between owner and contractors
· Generate necessary support for reviews and meetings
· Track critical path items an short and long term activities
· Collate statistic estimate of resources used (material and manpower)
· Prepare and achieve results in external reviews on Cost and Schedule reviews (e.g. TQA reviews)
· Support the construction work and team and ensure that facilities are built in accordance with the design and completed within schedule and budget
· Work closely with the start-up team to ensure facilities are handled over timely for commissioning
Represent the owner for equipment inspection at the vendors’ workshop
Requirment:
· Honours degree in Mechanical or Chemical Engineering with at least 10 years direct project management, costing and scheduling experience in refinery, chemical or petrochemical industry. Sound project execution experience and ability to manage and steward capital funds
· Participated in global projects; able to lead and be a member of a global team with minimum supervision.
· Networking, relationship building and stakeholder management skills.
· Self-motivated, proactive, strong interpersonal and influencing skills
· Proficiency in English is advantages
· Availability to travel from time to time and spend a short period of time abroad.
· Candidate may be required to spend some time in Shanghai in initial period to support the construction of the Business and Technology Centre
