职责描述：
1. Ensuring effective and efficient purchasing implementation according to respective procedure.
根据相应程序，确保采购工作被有效的执行。
2. Identifying potential sources for Good and / or Service to be purchased, developing suppliers or partners and evaluating their ability to supply the required Goods and / or Service.
寻找所需采购物资、服务的潜在资源，发展供方或合作伙伴，并评估其供应所需采购物资或服务的能力。
3. Issuing RFQ, obtaining proposals and making the commercial evaluation thereof. Placing PO/Frame Contract/Call-Off PO after getting approval.
发出邀请报价书，得到报价，并做出商务评估。获得批准后，发出框架合同/合同/订单/子订单。
4. Communicating with Internal Requisitioner and soliciting their input to and confirmation of technical specification.
与内部请购人沟通，要求他们参与并确认技术规格。
5. Ensuring that commitments towards Suppliers are only made if requirement and specifications are clearly defined.
确保只有当要求和规格明确说明后，才可向供应商做出承诺。

岗位要求：
1. 本科以上学历
University Degree in Chemistry, Engineering, Economics or similar specialties.
2. 3年以上化工采购相关工作经验
Experience in Purchasing for more than 3 year
