职位描述：
1. Safety responsibility 安全责任:
? To seriously compliance with all applicable state, local and Corporate HSE laws/ regulations/ rules and standard.
 认真贯彻执行国家有关安全生产的政策、法规、标准和企业的安全，环保规章制度。负责修改本企业环保管理制 度和规定，经部门经理和总经理批准后发布执行。
? To attend HSE site tour, for non-conformities and findings, you should give instructions to improved it in time limit and follow up actions. When meet the serious risk, you have power to stop operation and inform HSE manager and supervisor.
参加公司安全环保检查，对检查出来的事故隐患等问题，有权下达指令，限期整改，并督促实施。在生产中遇有重大险情时，有权下令停止作业，并立即上报。
? Lead to do environment accident/incident analysis with related departments, and play accident and incident’s register, statistic, analysis and reporting.
参加本企业的环境事故、事件的调查处理，进行事故的登记、统计、分析、报告。
2. Environmental responsibility 环保职责：
? To defind and classified the wastes and waste water and disposer affairs and to attend DG chemical registration activities定义和分类公司的废物，废水处理事务并参与危险化学品的注册登记工作。
? To assist to get environment protection permits for existing unit and projects from authorities. 协助取得现有各工厂和各项目的环保许可。
? To participate in draft, update the platform environment management procedure, SOP, ERP etc., to support training for all staff. 参与制订、更新基地相关的环境管理程序，操作规程，应急预案，并对员工进行培训。
? To supervise environment daily operation conditions and regular follow up the emissions conformity of water, gas, noise and solid wastes; to coordinate the regular environment inspection; responsible for environment report declaration and registration. 监督日常环境管理工作，定期跟踪水、气、声、渣排放合规性；协调日常环境监测任务；负责相关环境报告、报表申报；
? Participate in establishing HSE systems with support from each management level. 在其他部门的支持下，参与和建立HSE管理体系。
? Communicating with each department and follow-up actions regularly. Verifying and checking the actions effectiveness regularly.与各部门沟通并定期跟踪改进计划，定期核实和检查改进的有效性。
? Site tour to find as more as possible non-conformity and set up C/P actions with the area owners. 进行现场巡查，尽可能多的发现不符合项，与各生产部一起制定改进计划。
? Lead to do accident/incident analysis with related departments, try to find root cause and make C/P actions. 引导事故，事件分析与相关人员，努力找到事故的根本原因并制定改进措施。
? Set up inspection plan and PMP (preventive maintenance plan) and follow up it. 设立检查计划和预防性检修计划并跟踪检查。
? Tasks assigned by department manager or HSE supervisor. 部门领导安排的其他工作。

Required Knowledge/Skills/Abilities: 所需的知识、技能和能力
1.Knowledge 知识 :
? Bachelor's degree in chemical engineering or environment protection engineering. 化学工程和安全，环保工程学士水平。
? Specific training and good working knowledge of HSE regulations. 接受过HSE法规和工作技能的特殊培训。
2. Skills 技能 :
? Good skills in Management especially communication, analytical, problem solving, intellectual discipline, leadership and commitment to result. 有好的沟通和管理技能，分析和解决问题的能力。
? Be familiar with Excel, Word and other standard office computer software. 能熟练应用Excel，Word和其他的标准office计算机软件。
? Good written and oral English. 有优良的英语书写和口头交流能力。
3.Experience 经年:
? 2 or more years of chemical industrial environment experience in chemical manufacturer. 有2年或2年以上的化学工业环境管理的经验。
? HSE experience in a multinational corporation. 有在跨国公司工作的经验。
? Experience developing systems, policies, procedures. 有改进体系，政策和程序的经验。
4. Abilities 能力:
