Asia Pacific Olin Responsible Care (ORC) Leader (30% work load)
? Works across AP area to manage ORC performance in the manufacturing sites of ZJG and Gumi, South Korea and R&D labs in Shanghai.
? This person must work with the local ORC team as an influencer to deliver expected results. Any conflict which cannot be resolved must be escalated to the local leader and to the division leader.
? Understands governmental changes to both safety and environmental rules and requirements and modifies the appropriate system to ensure that we stay in full compliance with all Chinese and South Korean legal requirements.
? Responsible for office safety in the AP area. This includes ensuring that quarterly safety meetings are being held, annual emergency drills and ergonomic assessments are conducted, holding focal point meetings as necessary to drive performance, and that safety is a key deliverable for office persons.
? This person is the subject matter expert for Life Critical Standards. Works closely with the ORC technicians in China or ORC delivery leader in Gumi to resolve tactical LCS issues and ensures that the entire organization is fluent with the standards and can successfully manage all of these requirements.
? This position offers the opportunity to directly influence the ORC performance and culture of the entire AP region.
ZJG ORC Delivery Leader (50% work load)
? Ensures ORC work processes, standards and procedures are applied within the units through role assignment, training and leveraging with the Expertise Centers, to ensure compliance with Olin, Regulatory, Occupational Safety & Health Administration (OSHA) and permitting standards.
? As the subject matter expertise on ORC, being able to deliver ORC related trainings to the organization.
? Act as the ORC local representative, to interact with local ORC authorities, to lead the implementation of local ORC standards and requirements.
? Implements changes in the plant based on governmental changes to both safety and environmental rules and requirements and modifies the appropriate system to ensure that we stay in full compliance with all Chinese legal requirements.
? Liaises with the Expertise Centers and obtains clear interpretations of issues to ensure compliance to standards and consistency across Olin, and to determine the applicability of regulatory requirements for the Site.
? Ensures the Management of Change (MOC) process for ORC matters is implemented and followed through the use of role assignment and training for the purposes of employee personal safety.
? Ensures permit renewals are submitted in a timely manner to ensure compliance with Olin, Regulatory, OSHA and permitting standards by leveraging with ORC delivery resources (i.e. specialists, expertise centers, etc.)
? Leads ORC audits (i.e. Responsible Care, Olin Corporate, Government audits etc), by: (a) reviewing previous audit findings and ensuring each audit finding was addressed, (b) scheduling pre-audits to understand and address ORC gaps/deficiencies prior to audits, (c) placing any identified gaps from the pre-audit into compliance plans, (d) leading the auditors on tours through the site and each plant/area during audits and (e) ensuring compliance by addressing findings, non-conformances, incidents and audit corrective actions that involve system deficiencies.
? Facilitates and/or participates in the investigation of ORC incidents using the global ORC process to identify root causes and implement permanent corrective actions to prevent recurrence.
? Coaches ORC Delivery Technicians to determine specific unit ORC needs and to ensure compliance, health and safety for the Site.
? Shares accountability for all ORC events with the production or facility leader. Works to set appropriate targets, identifies gaps, identifies action plans and works to implement these to improve overall ORC performance.
Shanghai ORC Leader (20% work load)
? Ensures that site ORC and ES&S operating disciplines are developed and effectively applied to ensure compliance and achievement of performance goals. Ensures assigned ORC and ES&S compliance tasks are effectively completed and documented.
? Coaches teams and individuals on ORC and ES&S related tasks and activities. Conduct ORC related trainings to site personnel through the ORC training program and refresh training on ORC regulations as it applies to the ORC services and work processes.
? Ensure chemical inventory, MSDS and compatibility chart in lab including drug precursor, explosive precursor etc.
? Conducts BBP audits throughout the site.
? Develop site wide MOC packages to implement regulatory and site requirement changes in facilities.
? Ensure ORC and ES&S related equipment and processes (e.g., fire protection, alarm systems, atmospheric monitoring equipment, etc.).
? Provide near miss reporting system, database, and data analysis for maintenance.
? As required, conducts and documents investigations of incidents and ensures follow up actions to prevent re-occurrences that are addressed, through the Root Cause Investigation (RCI) work process.
? Provide consultation on ergonomics, ergo evaluations, and ergo equipment and furniture. Coordinate the ergo contact network and train the contacts as it applies to the ORC services and work processes.
? Maintain site approved PPE list and work with lab focal point on availability.

? describe how to effectively comply with Life Critical Standard from the perspective of people performing roles
? Coach local organizations how to effectively manage change

? facilitate and coach others on Safety, Health, Environmental and Loss Prevention reviews
? evaluate Turnaround ORC Plans to ensure they are comprehensive and effective.
