Vacancy description:
? Manages the China related operational TG&S purchases (over 10Keuro PO) in collaboration with all the business stakeholders
？ Follows Purchasing strategy define by group purchasing function
？ Is accountable for the Purchasing performance & Savings
？ Contributes to the construction of the book of specifications, if required
？ Consolidates the requirement for all China sites & develop national frame agreement

? Supports China Local Procurement Representative (LPR) coordinator to animate & lead China site LPR network to get synergy from best practice sharing and framework negotiation.
？ Coordinate with LPRs, category buyers (for all of non-RM & non-SES domains) and key site management.
？ Makes sure that LPRs are up to speed about purchasing procedures, processes and strategies
？ Prepares and follows up reporting and key metrics to support site purchasing process improvement
？ Is accountable for the agreed upon service level towards sites, performs account / client relationship management and is responsible for planning / executing customer satisfaction improvement actions
？ Get LPRs trained when needed to ensure homogeneous and high level of competencies amongst them
？ Defines and monitors the relevant set of KPIs to guarantee the right functioning of interfaces between LPRs and sites
？ Is an enabler of ideas / best practices sharing between sites
？ Supports implementation of contracts in the sites - together with category buyers (for all of all of non-RM domains & non-SES) & LPRs, monitors the contract roll-out (cost, time and quality) and manages suppliers conformance issues
？ Supports and drives contract compliance for all categories, spot buy reduction and automation increase

? Support Capex / TG&S Domain Manager, Asia Pacific, to facilitate APAC TG&S Purchasing Excellence program implementation in collaboration with Global Purchasing Excellence team and APAC TG&S Buyers
? Develop collaborative relationships with the Business Units & other Functions
? Participates to the Global network of TG/S Buyers

Profile
? Degree in mechanical or chemical engineering
? More than 8 years of experience in a Purchasing function
? Experience in following fields
？ Leading a team and managing site operational purchasing or CAPEX purchasing
？ Plant Maintenance, Repair, Operations items.
？ Contractors/ Suppliers Evaluation & management,
? Worked on SAP or other ERP tools
? Experience in Multi-national company with excellent interpersonal communication skills
