Objective of position
To develop, build up, and maintain a World Class Sourcing Management team in China. Achieving year-on-year improvement in a TCO environment (Cost, Quality & Compliance, Assurance of Supply, Service & Support) by facilitating strategic sourcing activities for a portfolio of commodities within IEB. Be a leader/facilitator of IEB-wide sourcing teams, co-accountable with IEB Supply Management for execution and implementation of the sourcing strategy. The SM will work closely with IEB supply management via ongoing category teams and other functions within the business unit (e.g., Engineering/Dev, Technical Services, and Tier-1 Manufacturing). The position will have a direct reporting relationship to the IEB Group Procurement Manager in region.
Key responsibilities
1. Facilitate the sourcing strategy for commodities in the following four categories, MECH ID, PACKAGING, ELECTRICAL, and ELECTRO-MECHANICAL. Once a sourcing strategy has been developed, the SM will communicate, monitor and aggressively manage business unit compliance with the strategy. The SM will also establish working relationships with IEB supply management & other functions (e.g. engineering, operations, quality assurance), bringing a strategic sourcing perspective to all key processes.
2. Contract Negotiation, build up and maintain overall supplier relationship.
The SM need to negotiate the Microsoft NDA/CPA… all the contract with our strategic suppliers. Need to ensure the best term and conditions for Microsoft; achieve the best interest for Microsoft through negotiation. The SM owns the overall business relationship with the supplier. The SM also need to team up cross functional team, such as engineering, NPI, SQE, factory management team… to ensure product delivery/quality from E2E.
3. Develop an expertise in IEB business needs and capabilities for category components. The SM will understand business unit needs and capabilities and provide this input to all agreements negotiated by category teams. On an ongoing basis, the SM will remain current on supply market trends, supplier economics, and best practice sourcing at a local level, continuously updating the team on changing capabilities and needs of the business units, hereby aligning the sourcing strategy and business unit interests.
4. Monitor and report the local performance of suppliers. Supplier performance must be tracked, reported and managed by the SM. Formal and informal review procedures will be developed to provide feedback to suppliers and ensure that supplier performance issues are quickly addressed.
5. Measure, track & report supply chain performance within each spend category. SM will identify sources of data for required performance metrics, create a process to collect the data, and champion the actual collection efforts. Each quarter, the SM will report to the business unit performance data for the SM assigned commodities. The SM will conduct and support the supplier business review in region.
6. Support supplier Development and Qualifications in Region.
The SM will team up cross-functional teams to monitor and track down all the assigned commodity qualification until closure and ramp up in time for the demand.
7. Assure Continuity of Supply.
The SM will monitor the region materials supply status. Work with Tier One materials management team and Redmond category PM/forecast/supply team closely to assure the continuity of the supply. To make sure the right resources used on the most urgent case.
8. Identify and implement best practices within assigned spend categories. By identifying and communicating “pockets of excellence” within sourcing at the business unit to IEB supply chain leadership, the SM will contribute to continuous development of Company’s sourcing knowledge base and best practices. Especially in the area of Compliance and Vendor Code of Conduct, the SM is chartered to drive and maintain a high level of transparency across every step of our sourcing decision making process in region.
