ROLE:
　　Coordinate and handle all sourcing,evaluation,selection,determination of approved vendors on Equipment,Suppliers&Services,and be responsible for the cost-effective procurement of quality ESS.

RESPONSIBILITIES:
1.Riding on the opportunities and potential in China;locate manufacturers and seeking vendors of ES&S to the Company’s production facilities especially in China ans also to the other regions;
2.Analyze and perform new supplier evaluation and selection,create vendor profile,and maintain database in China;
3.Develop/forge successful partnership roles with key suppliers and comminicate Company needs and objectives and managing the competitiveness on the cost of materials;
4.Negotiate and identify innovation solutions and mitigate the risks of price,quality,service levels and lead-time,and at same time deliver aggressive cost reduction goals through negotiation of unit price,rebates,hedge ,material substitutions,blanket orders,and/or process improvements;
5.Develop complex Request for Information(RFI),Request for Quote(RFQ) packages;evaluate suppliers’ bids;determine award decisions;
6.Develop potential alliance agreement suppliers;negotiating & forming contracts/agreements; implement agreements; drive compliance; monitor and audit agreements;
7.Create and maintain purchasing ES&S master data in the system and allows Buyer can proceed efficient order and payment;
8.Ensuring at all times the procurement practices are duly updated and meet the Company policies and ensuring procedures are adhere to and are in compliance with Sarbanes-Oxley and legislation and /or regulations;
9.Set up,track,review,and timely report sourcing trends,budges, savings,vendor performance, results of biding,and negotiations;
10.Assist and work with Lubrizol Global Procurement ES&S team,to implement global contracts,and seek opportunity that local equipment or packaging can be fit into global procurement needs.

REQUIREMENTS(education,experience,competencies and specific job requirements):
Education:
University degree or above in Chemistry,Chemical Engineering,Mechanic,Supply Chain Management or Business Administration.

Experience:
1.3-5 years experience in multinational company in supply chain function in vendor evaluation&selection,pricing method,contract reviews,commodity research methodology,and reporting
2.Chemical related experience is preffered
3.Experience with SAP is preferred.

Knowledge,technical/professional skills:
1.Initiator and challenger always seeking for continuous improvement and successful implementations of initiatives/projects
2.Strong analytical skills,fact-based and data-driven that drives direction and performance
3.Good knowledge of MS Office software applications

Language Skill:
Good command of English-spoken and written
