Job Title: HSE, Associate Manager
Department: Engineering & HSE
Reports To: Head of Engineering
Location: ChangPing, Beijing
Subordinates: 1

Position Summary
Integrates Health, Safety and Environmental Protection (HSE) into the business strategies with added value to the enterprise, and ensures that the site is in compliance of HSE in terms of local regulation and Novartis requirement.

Duties and Responsibilities
1. Develops site HSE standard procedures according to local HSE regulation and Novartis global HSE policies/guidelines.
2. Promotes and implements Novartis global HSE programs on the site;
3. Organizes site HSE committee meeting regularly;
4. Develops a safety culture in the site with regular safety inspection and involvement of associates;
5. Creates training material and conducts corresponding trainings to related personnel (including third party and contractors), and properly documents the training record;
6. Builds and maintains a good relationship with local government/authorities to ensure the site is in compliance with local HSE audits;
7. Conducts HSE compliance audits in supplier qualification;
8. Conducts safety stops for projects;
9. Develops and maintains company Business Continuity Plan (BCP), and conducts BCP tests;
10. Organizes the Site Emergency Response Team and conduct the training programs, e.g. fire fighting drill and first aid training;
11. Collects and reports HSE KPIs to the corporate HSE data system;
12. Responsible for the pharmaceutical waste and Lab toxic reagent handling and treatment issue;
13. Maintains the site HSE facilities in an operational condition;

Qualification Requirements (Knowledge, Ability and Skill)? Bachelor degree or above with major in mechanical, electrical, chemical or other industrial engineering
? At least 5-year experience in HSE management
? State registered HSE engineer
? Be initiative and have strong ability of speedy learning
? Be fluent in English reading and writing
? Be good in computer application(Excel, Word, PowerPoint)
