BUSINESS CONTEXT
BPZ joint venture (BP 85%, Zhuhai Port 15%), based in Zhuhai, Guangdong, China, manufactures and markets Purified Terephthalic Acid (PTA). BPZ phase I, 350,000 tonne PTA plant investment, was completed successfully in Q1 2003. The phase I investment reaches US$360m. The phase II project expanded PTA production by 900,000 tons more per annum using BP's most advanced SOX production technology was put into production in Q4 2007 successfully .The phase II investment in BPZ is over US$400m. BPZ produces high quality PTA for the China market and uses BP's the advanced X technology in PTA industry. The plant is the most advanced of its kind in China.
BPZ's HSE goals are "no accidents, no harm to people and no damage the environment". There is a strong focus on developing staff HSE capability and competencies within the JV. BP's HSE management practices and standards have been adopted by BPZ. The JV continues to develop a positive HSE culture, which focuses on promoting "every individual taking responsibility for safety at work".
BPZ consistently delivers a strong financial performance and has been profitable since its first full year of operation. The challenge ahead it to continue the development of BPZ as the lowest cost to supply PTA plant in China and making it one of the most competitively advantaged PTA sites in the world.
PURPOSE OF THE ROLE
To ensure the maintenance/ project activities inside units been well prioritized and planned. To ensure group control of work standard is well implemented in units.
KEY ACCOUNTABILITIES
l To act as coordinator between operation and maintenance to ensure the plant maintenance activities well prioritized and planned on daily base
² To participate the daily planning meeting for prioritizing the daily on-site maintenance activities by coordinating with shift supervisors, maintenance reps. and project reps.
² To review all notifications in SAP system for units and release them timely to ensure they are handled by relative team
² To track unplanned job and review the leak point status for units on weekly base
² To prepare ICC (isolation confirmation certificate) for on daily base
² To update PTW (permit to work) /ICC information on daily base
l To act as AA(area authority) for non-process area to ensure relative activities done safely
² To issue PTW for assigned area to ensure all works performing safely with properly risk control
² To check on site to ensure all required mitigation plans been implemented properly
² To counsel the PAs for any deviation of control of work practice
l To act as internal trainer for control of work system to ensure the site control of work system/procedure are well understood
² To act as an internal trainer for control of wok system
² To share learning with operation team and other department for any findings from internal audit related to control of work
² To mentor/coach production associates for control of work
² To organize workshop to share/communicate with performing authorities to ensure the implementation of control of work procedures
² To share learning with other PTA site
² To network inside and outside BPZ to transfer best practice for control of work system
l To act as a focal point for the implementation of control of work in units
² To provide feedback for updating the control of work procedures
² To review the monthly audit result and develop improvement actions by working together with shift supervisor
² To act as SPA of assigned units for TAR PTW/ICC to ensure the work preparation performing safely and efficiently
² To track the electronic ICC to ensure they are updated timely
² To counsel other teams in BPZ for control of work standards
² To contribute the improvement of the safety management system by attending internal audit and report any unsafe conditions
