Role synopsis
The Project Engineering Leader is a key leadership role which assists the Regional Engineering Manager in delivery of engineering objectives in the region. The role manages key capital projects for the Region through all phases of the project including scoping, cost estimating, safety reviews, design, procurement, construction, commissioning, startup, and hand-over to facility management.

Job description
Key accountabilities
Serves as manager of capital projects.
-Applies all applicable BP, SPU and local engineering policies, practices and standards during execution of projects
-Accountable for safe delivery of project objectives (scope, cost and schedule)
-Accountable for managing, forecasting and tracking project capital expenditure to budget
- Develops scopes for large, strategic, capital, and supply chain strategy projects to support the Lubricant Business needs
- Accountable for leading and/or providing assurance on large capital projects through on all CVP stages from start-of-Define to end-of-Execute (commissioning) These projects are major projects within a OU/FU that: (1) have a considerable impact on business performance, (2) materially impact the Supply Chain, (3) have very demanding schedules or (4) are highly complex, requiring well developed expertise in project leadership and project management.
- Leads the project team to develop the WBS (Work Breakdown Structure), procurement and contracting strategy, and the project timeline.
- Manages the human relations part of project teams including
understanding the phases of development that new teams go through and using leadership styles appropriate to the phase
- Recognizes and appropriately deploys the current skill levels of each of the project team members in the areas of: (1) the functional department they represent and (2) project management principles, tools and processes.
- Participates in GSC Regional Engineering Network.
- Leads or participates in peer reviews/assists within the envelope as assigned as Regional Engineering Manager.
- Provide direction to, coachs and performance-manages contract and external engineering resources.

Essential Education
A minimum of a Bachelor's Degree in any engineering discipline; Chemical, Mechanical, or Industrial engineering degree preferred.

Essential experience and job requirements
- Has proven ability to apply project management principles in the execution of capital projects. Has deep capabilities to assess and evaluate the production, cost and safety/integrity benefits of activities funded through the CAPEX budget.
-Demonstrates full understanding of cost and budget planning techniques
-Demonstrates understanding of team members strengths and identifies motivators when needed. Develops co-operative relationships with key contacts to get job done.
- Experience in specific functional areas/disciplines other than project management where deep technical expertise has been demonstrated.
- Demonstrated experience or good understanding of plant operations.
- Formal training in project management is an advantage.

Other essential skills and knowledge
-Ability to access a wide range & depth of technical or specialized knowledge and provides expert advice to others.
-Leads or facilitates hazard and risk management processes and applies principles consistently.

Desirable criteria and qualifications
- A minimum of a Bachelor’s Degree in any engineering discipline,
- Chemical, Mechanical, or Industrial engineering degree preferred.
- MBA Degree.
- Chartered or Professional Engineer certification.
- Lubricants experience.
- Consumer packaged goods experience.
- Supply Chain experience.

Manages 3 – 5MM in CapEx projects in China
Project responsibility for 2 plants
