Main Purpose:
? Provide strategic and tactical leadership, expertise, policy intelligence in health policy, price approval & reimbursement to meet objectives in the reimbursement/market access strategic plan for MITG ET portfolio products including both diagnostics and therapies.
? To collaborate and align closely with the GBU HEPR Global Director and China-based BU associates in broader Commercial, Medical Affairs, Market Access and Regulatory organizations to optimize payment, coverage and adoption of MITG ET portfolio products through efficient execution of portfolio reimbursement/market access strategy.
? To provide the leadership in collecting, developing, compiling, training and distributing internal master dossiers and lobbying tools to support Market Access teams in local and central government applications for obtaining full coverage and an adequate level of payment for Medtronic MITG ET portfolio products from the relevant pricing, social & private medical insurance authorities and enterprises.
? To build close working relationship with BU & other relevant MDT departments internally and when required, establish trusting relationships with related officials & other governmental or non-governmental bodies which will lead to the ability to develop & realize the price approval & reimbursement strategy and policy influence at the local and central government levels in China
? Manage, measure and report out strategic plan progress to both GBU and BU leadership versus well-defined metrics to optimize reimbursement/market access initiatives and tactics.
? The Medical Affairs Manager, MITG ET HEPR will report directly to the MITG ET HEPR GBU Global Director with dotted line reporting to the Senior Director of MITG ET Commercial and Director of MITG Medical Affairs Greater China.

Main Responsibilities
? Build & maintain trusting relationships with both internal BU team members to support business strategy execution and external officials that may influence health policy, price approval & reimbursement for the MITG ET portfolio of products. Also, work closely with Medtronic Market Access team in supporting their efforts to establish and maintain communication with health policy, price approval & reimbursement authorities and agencies at the local and central government level.
? To be knowledgeable in process of tendering, price approval & reimbursement policy and practice and provide professional consulting to business partners.
? Keep abreast of and disseminate to BU leadership, management & across MITG ET functions, the relevant policies, information regarding tendering, price approval & reimbursement from government, NGO, market and hospital.
? Well understand and analyze BU expectations and needs in tendering, price approval & reimbursement; closely study the product phase-in-phase-out plan and revenue strat plans. Work with BUs to develop and define pricing & reimbursement priorities, drive strategies and recommendations for tendering, price approval & reimbursement activities.
? Leverage on the BU resources and expertise, collect and compile the necessary therapy & product information, clinical & economic evidence & other relevant data, and develop the internal master dossier and lobbying tools in Chinese for the use of Field HE and Market Access teams in their local application and lobbying.
? Evaluate the need for development or collection of local China clinical and economic evidence. If needed, take the lead to initiate, drive and manage the necessary activities to generate such evidence and arguments for inclusion in the master dossier and lobbying tools to support reimbursement submissions or economic value messaging.
? When required, serve as the consultant and work with the Field HE and Market Access teams to develop one-Medtronic approach and voice in tackling market access, reimbursement and tendering issues/concerns.
? Partner with the RA and Commercial Marketing teams to ensure the MITG ET products, RA approval classification and device technology and market segmentation are aligned to support the targeted tendering, price approval & reimbursement price including revenue inflection points in strat plans.
? Partnering with BU marketing groups, input to global & local product development teams to ensure that tendering requirements are incorporated into product plans through product development and product launch processes.
? Support MITG ET GBU Global Director HEPR in Business Development and Licensing (BD&L) due diligence endeavors with China reimbursement/market access product assessments when compiling research/analytics for both strategic acquisition and or licensing deals.
? Collect & analyze short & long term strategic direction of policy and how it will affect tendering, price approval & reimbursement policy & practices for the medical device industry.
? Responsible for ad hoc projects or special assignments as requested by the MITG ET HEPR GBU Global Director, Senior Director, MITG ET Commercial and Director, MITG Medical Affairs of Greater China

Qualifications
? Education:
Degree holder, preferably with an MBA. Healthcare-related educational background with good quantitative skills is highly preferred.

? Experience and Skills:
a. At least 4-6 years experience in market access and or reimbursement in multinational medical device or pharmaceutical company
b. Clear understanding and exposure to local and central government reimbursement submission processes and proven track record of executing on market access/reimbursement strategy is highly preferred.
c. Strategic, analytical and capable of setting up processes and procedures
d. Result-oriented and a solution provider
e. Result oriented and strong execution capability
f. Strong leadership skill, communication skill and influential power
g. Capable of working in a matrix environment and motivating teams to execute on strategy and meet milestones, deadlines.
h. Skillful & tactful in dealing with government and health care officials in China
i. Some commercial experience (medical device) in Marketing/Sales in Greater China is preferred.
j. Fluency in reading, writing and speaking English & Chinese
k. Good interpersonal skill and presentation skill
l. Preference is for role to be based in Shanghai at the MDT MITG corporate offices
