职位描述

KEY RESPONSIBILUTIES:

  1. Work with business partners to elicit & document high-level requirements and capture business needs; understand the customer journey and define user requirements.

  2. Engage with business partners and influence project decisions; assess the risks of various solutions and prioritize competing business demands.

  3. Identifies and establishes scope/parameters of outcome-based solution requirements.

  4. Promote architectural consistency and usability standards

  5. Identify opportunities for business-led delivery; coach employees to make use of technology and information.

  6. Responsible for driving the design of the target solution and leveraging third parties to co-create system designs (architectural specifications, diagrams and charts, functional documents).

  7. Provide direction to third parties/developers.

  8. Conducts self-guided research and analysis on new and innovative solutions, releases, enhancements and considers their applicability to CSL.

  9. Owns preparation of test cases and/or scripts relevant to the design and functional requirements of solutions by leveraging both internal and external resources.

  10. Adheres to CSL defined quality and governance standards and procedures.

  11. Coordinate and when appropriate, conduct functional testing with internal/external resources.

  12. Effectively follow global IT procedures and policies are followed consistently as defined by our Quality Management System (QMS). Follows the appropriate global regulatory guidelines and current Good Manufacturing Practice (cGMP).

  13. Ensures preparation of training materials and user manuals through collaboration with internal IT resources, third parties or business stakeholders

  14. Designs and conducts user training sessions with emphasis on functional/business capabilities enabled by the underlying technology.

  15. Proactively communicate project activity status & solution support.

  16. Communicate ideas, innovation thinking and opportunities to IT and to business stakeholders

  17. Maintain oversight of ongoing operation and maintenance of applications for their domain.

  18. Lead and manage service providers in supporting the systems landscape for in-scope solutions.

  19. Lead the prioritization of business aligned changes so throughput is managed appropriately.

  20. Coordinate support – make sure resources are working on correctly prioritized issues & changes

  21. Monitor performance of systems within domain.

  22. Manage vendors through service management

  23. Ensure maintenance/upkeep of technical records and documentation.

  24. Document and communicate issues through the Service Desk process.

  25. Ensures effective problem analysis and resolution of issues of moderate scope in a timely fashion and escalates issues when needed to appropriate levels of IT or Business.

  26. Develop plans for continuous service improvement.

  27. Work with the PMO & demand management processes to implement projects. Capable of managing projects though to implementation.

  28. Application upgrades & module strategy - Work with business and solution leads to develop multi-year plans for all solutions and platforms within domain

  29. Assumes project responsibilities as assigned for small to moderate scale projects (in terms of cost, scope, and business function),

  30. Performs matrix/multi skilled roles as assigned for projects.

  31. Collaboratively works with internal employees, vendors, and consultants to implement solutions.

  32. Leverage direct and indirect IT resources to deliver, meeting the agreed requirements within timescales and constraints with the necessary governance and control in line with IT standards.

  33. Lead and influence their functional area of the business in the discipline of project management to drive successful outcomes and on-time delivery of key initiatives


ESSENTIAL CRITERIA:

  1. Bachelor’s degree or equivalent; education preferably concentrated in IT, engineering, or science

  2. 5+ years’ prior relevant experience, including specific experience in business systems analysis

  3. Technical training in vendor specific technology preferred

  4. Demonstrated knowledge of both traditional Waterfall and Agile/Lean methodologies

  5. Demonstrated ability to quantify resource requirements and measure and communicate proposed project benefits

  6. Experience in converting business requirements and functional requirements to use cases, epics, and user stories with acceptance criteria

  7. Strong risk assessment, problem resolution, negotiation, and influencing skills

  8. Demonstrated ability to engage both technologists and business partners to achieve target outcomes

  9. Firm Business knowledge of CSLs China operations

  10. Multi-lingual in Mandarin and English

  11. Demonstrated experience partnering with a Quality Management Department to support any technology requirements related to ensuring CSL follows compliance regulations with the Guangzhou Provincial MPA

  12. Ability to assist the Quality Management Department in uploading the regulatory data of drug distribution by Guangdong Provincial MPA and the regulatory data by Guangzhou Municipal MPA

  13. Demonstrated leadership qualities and capabilities from prior roles

  14. Demonstrated prior experience to support a range of corporate applications

  15. Demonstrated experience working with vendors in China

  16. Versatility and flexibility to mentor and lead resources on projects

  17. Cloud Systems experience (SaaS Multi or Single Tenant)

  18. Working knowledge of local regulatory governing and compliance practices

  19. 5+ Years of Information Technology System Management responsibilities

  20. Demonstrated Project Management skills

  21. Strong business partnering skills

  22. Strong communication skill
