HSE Manager (Sr), (Industry Hygiene, Safety, Environmental) Elanco External Manufacturing, China
Position Brand Description:

The HSE Manager is responsible for the supervision of HSE performance of EEM China to provide the ground support / monitoring to the all external manufacturing including contract Manufacturing operations and suppliers in the People's Republic of China by Contract Manufacturing Organizations. Implement and maintain an effective HSE Management System providing technical and administrative leadership for the API, Drug Product, and Device External Manufacturing Organizations.
1. Serve as the HSE functional leader at EEM CN, be responsible for the external manufacturing HSE governance for CMO, API supplies, or Business development project of Elanco in China
o Primary point of HSE contact in local China for Elanco. And / GHSE
o Provide oversight to the HSE aspects of contract manufacturing or Small and Large Molecule API suppliers for Elanco.,
o Build and maintain relationships and set priorities with the site heads of the external manufacturing organizations.
o Maintain ongoing relationship with CMs or key suppliers through regular review meetings, benchmarking and assessments
o Ensure that CMs or key suppliers understand and comply with local Chinese HSE regulations and global Industry HSE practice.
o Understand applicable regulations and facilitate transport of CM and key suppliers's products globally
o Liaison with high risk CMs to ensure Lilly's HSE expectations for CMs are being met
o Work with supply chain to ensure HSE requirements are anticipated and managed
o Assist the business development function in understanding HSE risks inherent in particular deals
o Develop programs for selected CMs or Suppliers (determination made from the high risk evaluation process and prioritized by engagement with CMOs with the external manufacturing organizations)
? Work with CMs/ Key Suppliers to identify and implement HSE program improvement including environmental sustainability efforts.
? Work with CMs/ Key Suppliers to provide or procure specialist HSE support to assist with HSE gap closure and HSE program improvement.
? Report improvement progress to HSE functional and CMO leadership
2. Serve as the HSE focal point for the EEM CN organization.
o Assure HSE requirements and priorities are included in EEM CN BP (Corporate goals, Capital projects, expenses, headcount, etc.)
o Coordinate and serve as the SME for implementation of all HSE related policies, programs and teams
o Coordinate internal and external HSE audits to CMO or External Manufacturers in EEM CN region..
o Drive continuous improvement at both EEM CN or external manufacturer sites.
o Assure HSE compliance
o Coordinate HSE tracking and trending data for the safe operation of the EEM CN
o Serve on the EEM CN Site Lead Team.
o Report HSE metrics to Global EEM
o Responsible for developing any related HSE staff and any additional HSE specific roles or duties within the organization
o Replicate and share good HSE practices
? Minimum Requirements:
o Process Safety expertise for Pharmaceutical/ chemical process
o Familiar Chinese Environmental regulations
o HSE experience including deep technical knowledge in one or more HSE program area (environmental, IH, process safety, general health and safety)
o Basic understanding of IT systems and processes
o Knowledge of HSE standards and systems
o Knowledge of auditing/assessment programs including previous auditing experience
o Demonstrated leadership skills
o Strong communication and documentation skills
o Computer system proficiency
o Case Management, CAPA and RCA Experience
Additional Preferences:
o Prior experience working in a multination manufacturing site
o Experience utilizing Six Sigma tools.
Education Requirements:
o Bachelor degree Chemistry / Chemical Process Engineering or Equivalent Experience
o H&S Professional Certification
Other Information:
? Some travel is required to visit contract manufacturing sites. Travel timing can be scheduled and managed but could range from 15-25%.
