工作职责：
Job Function:
1.监督SUPERVISION
管理码头和罐区的操作班次，提高团队合作和员工士气。To provide management and leadership to shift teams in the Terminal and to develop teamwork, cooperation and motivation.
帮助监督和实施工作许可制度，确保达到安全和质量标准。Also to assist in the control, issuing and monitoring of work permits to ensure safety and quality standards are observed.
确保所有在码头和罐区的操作人员经过培训后能安全地完成既定的工作。Ensure that all operational personnel who work in the Terminal are trained to carry out the task they are working on, and complete that work in a safe manner.
2.培训和员工发展 TERMINAL TRAINING AND DEVELOPMENT PLAN
计划和监督操作部门培训计划的实施，确保操作员工经过培训后有能力完成公司的操作工作。 Plan and monitor operational section of the training and development programme so as to ensure operation staff are well trained and competent to support the operation of the company.
3.操作程序 OPERATING PROCEDURES
制定、改进和修订必要的操作程序、工作指导以确保工作满足公司管理系统、安全质量标准、客户和政府的要求。To develop, implement and amend as required, Operating Procedures and Work Instructions for operational section of the Terminal Dept. so as to ensure work is performed in accordance with current Company Documented Management System, safety and quality standards, governmental and customers requirements.
4.质量管理 QUALITY MANAGEMENT
监督、管理码头和罐区的整体操作以确保产品处理的工作，包括取样、清洗、通球、冲洗等工作都能按照当时的操作程序、安全标准和客户要求进行。To oversee and review the overall operations in the terminal and jetty so as to ensure product handling including other activities such as, sampling, purging, pigging, slopping, flushing, etc. are performed in accordance to current operating procedures, safety standards and customer’s requirements.
5.设施、设备、消耗品供给 FACILITIES, EQUIPMENT AND SUPPLIES
确保通过恰当的内部联系和外部供应商/承包商使码头罐区的设施和消耗品，例如总体设备、工具、仪器、氮气、绳索等，有充分准备并状态良好, 以保证操作流程的顺畅、准时、符合设备操作程序。To ensure via liaison with appropriate internal department or external suppliers / contractors that terminal facilities, utilities and consumables such as general equipment, tools, instruments, nitrogen, rags, gaskets, etc are readily available and are in good, accurate working condition and well maintained so as to ensure operation processes are smooth, free from delays and defect in accordance to Standard Equipment Operating Procedures.
维持码头和罐区的清洁。Additionally housekeeping and cleanliness of Terminal shall be maintained at a high standard.
6.招聘和人员表现 RECRUITMENT AND PERSONNEL PERFORMANCE
为公司有效运行保证有经验、有能力和有技能的员工数目合理，包括参与招聘流程、绩效评估和目标设定和奖惩流程。To ensure experienced, competent, skilled and sufficient manpower has been established and maintained to support the operation of the company. This will include involvement in recruitment process, personnel appraisals and objectives, and discipline.
7.持续改进 CONTINUOUS IMPROVEMENT
帮助和协助罐区经理持续改进码头和罐区的设施及设备操作。协助制定和监督部门绩效目标的实现。To assist and support the Terminal Manager in continuously improving Terminal operations, facilities and equipment. To assist in the development and monitoring of departmental performance objectives.
8.项目 PROJECTS
按要求协助罐区经理、客户服务部经理和工程维修部经理处理特殊客户要求的工程项目。As required to assist the Terminal Manager, Customer Service Department and Engineering & Maintenance Department with special customer, operational or engineering projects.
9.报告和记录 REPORTING AND RECORDS
确保操作报告和记录按照公司和政府的要求进行。Ensure operational reports and records are kept in accordance with internal company and governmental requirements.
10.安全、健康和环境 SAFETY, HEALTH & ENVIRONMENT
协助事故调查，并采取有效措施防范事故重演。Assist in the investigation of all accidents/incidents and to take the appropriate action to prevent any recurrence.
确保所有操作工人和承包商的工作都符合公司的安全工作许可制度。Ensure that all work carried out by both operators and contractors is done as set out in the Company’s safe Work Permit System.
确保所有的废物处理包括废水处理都按照规定的程序进行。Ensure that all waste, including stormwater, is handled according to approved procedures.
向相关经理及时汇报可能会带来安全、健康和环境隐患的情况。Report to the appropriate manager any deviation in a procedure that may result in a Safety, Health or Environmental issue.

技能知识：
Skills & Knowledge:
1.专科或以上相关专业 College diploma or above with relevant
2.普通话且英文口语及书写流畅 Ability in both written and spoken English and Mandarin
3.熟悉计算机操作及相关软件的运用 Ability to use computer and knowledge of relevant software
4.至少5年化工或石化相关实践经验 Minimum 5 years related field experience in chemical industry or Petrochemical industry
5.监督技巧、人际沟通技能、 计划和组织能力、培训技能、 管理能力、领导能力、解决问题和做决定的技能、团队工作能力 Supervisory skills/Interpersonal communication skills/Planning & Scheduling skills/Training skills/Managing skills/Leadership skills/Problem solving and decision making skills/Teamwork skills.

国投孚宝洋浦罐区码头有限公司由国家开发投资公司和荷兰皇家孚宝集团于2009年4月21日共同出资成立。
国家开发投资公司占股份51%：大型国家投资控股公司，投资项目包括煤、发电、散货和集装箱码头、化肥厂。
荷兰皇家孚宝占股份49%：大型独立第三方石化液体仓储物流服务运营商，在30个国家拥有80个罐区，总仓储能力达3000万立方米。
国投孚宝洋浦罐区码头有限公司于2015年9月1日正式投入运营。作为大型油品中转中心，公司罐区位于从中东、非洲和南美到远东的原油贸易主干线上。战略性地位于周边崛起的国家的中心，在1200公里的辐射范围内有着19家炼油厂，每年进入该地区的原油达到9千万吨。
第一期建成后，将提供原油与成品油的仓储库容达132万立方米，30万吨级和5万吨级的码头各一个，可接卸5千到37.5万吨级的船只。完全建成后，原油、成品油与化学品的仓储能力将达到520万立方米，并拥有至少2个可接卸巨型油轮的码头。

Vopak SDIC Terminal Yangpu Co., Ltd. was formed based on a joint venture between SDIC and Royal Vopak on 21 April 2009.
SDIC (State Development and Investment Corp., 51%): Largest state-owned investment holding company of China, investments in coal mining, power generation, bulk and container ports, chemical fertilizer factories.
Royal Vopak (managing party, 49%): World’s largest independent tank terminal operator, has 80 terminals with total cap. of 30mil. m3 in 30 countries.

Due to open on 1st Sep., 2015, Vopak SDIC Terminal Yangpu (VSTY) will serve as a world-scale oil transshipment hub along the crude oil trade route from Middle East, Africa and South America to the Far East.
Strategically located around the emerging countries and with 19 refineries in a distribution range of 1200 km, the crude oil shipped into the region has reached 90 million tons per year.
Upon completion of its first phase, it will offer 1,320,000 cbm tank storage capacity for crude oil and petroleum products; and 2 berths, 50,000-dwt and 300,000-dwt each, for ships ranging from 5,000-dwt to 375,000-dwt. The terminal can be expanded to a total of 5,200,000 cbm tank capacity for crude oil, petroleum products and petrochemicals, with at least 2 VLCC berths.
