Job Function: 工作职责：
1.Lead VSTY’s construction team to ensure Contractor’s Construction work fully comply with VSTY SHEQ Policy in construction phase. 在施工阶段，领导公司施工组保证承包商建设安装工作完全符合国投孚宝洋浦罐区码头有限公司SHEQ方针。
2.Co-operate with engineering, procurement, QC and project control team to coordinate site construction issues. 与设计、采购、质控和项目控制组协调处理现场建设安装工作。
3.Monitor contractor’s resource, payment issues and finished work schedule according to approved project plan timely. 根据已批准的项目计划，全面监督承包商资源、付款事宜和完成工作进度。
4.Lead the construction interface management for different packages /projects 负责不同标段/子项目的施工交界面的管理。
5.Review supervisory company’s work and report. 审查监理公司的工作和报告。
6.Submit weekly, monthly and quarterly project highlights to project manager. 提交给项目经理每周、每月、每季度项目报告。
7.Support the permitting coordinator and contractor to obtain construction and operation permits of project issued by Local Authorities. 协助政府许可协调员和承包商从政府部门获取项目工程建造及操作许可。
8.Manage issues of change orders to minimise the impact to project on cost and schedule aspects of project. 管理现场变更事宜，最大限度降低对项目投资和进度的影响。
9.To finish the task assigned by Company management. 完成公司领导交办的其他工作。

Skills & Knowledge: 技能知识：
-Major in Civil& Structure or Chemical process, or relevant engineering. 土建结构或化学工程，或相关工程专业。
-5+ years construction management experience in Chemical or Petrochemical industry, especially in chemical or oil storage facility. 5年以上化工或石油化工行业建设管理工作经验，尤其是罐区设施。
-Familiar with relevant national and local construction laws and regulation. 熟悉相关的国家和地方的建设法规。
-Good verbal and written communication skill. 具有良好的口头及书面沟通能力。
-Skilled in office PC application programs, especially in Auto-cad. 熟练掌握办公电脑应用程序，尤其是CAD。

国投孚宝洋浦罐区码头有限公司由国家开发投资公司和荷兰皇家孚宝集团于2009年4月21日共同出资成立。
国家开发投资公司占股份51%：大型国家投资控股公司，投资项目包括煤、发电、散货和集装箱码头、化肥厂。
荷兰皇家孚宝占股份49%：大型独立第三方石化液体仓储物流服务运营商，在30个国家拥有80个罐区，总仓储能力达3000万立方米。
国投孚宝洋浦罐区码头有限公司于2015年9月1日正式投入运营。作为大型油品中转中心，公司罐区位于从中东、非洲和南美到远东的原油贸易主干线上。战略性地位于周边崛起的国家的中心，在1200公里的辐射范围内有着19家炼油厂，每年进入该地区的原油达到9千万吨。
第一期建成后，将提供原油与成品油的仓储库容达132万立方米，30万吨级和5万吨级的码头各一个，可接卸5千到37.5万吨级的船只。完全建成后，原油、成品油与化学品的仓储能力将达到520万立方米，并拥有至少2个可接卸巨型油轮的码头。

Vopak SDIC Terminal Yangpu Co., Ltd. was formed based on a joint venture between SDIC and Royal Vopak on 21 April 2009.
SDIC (State Development and Investment Corp., 51%): Largest state-owned investment holding company of China, investments in coal mining, power generation, bulk and container ports, chemical fertilizer factories.
Royal Vopak (managing party, 49%): World’s largest independent tank terminal operator, has 80 terminals with total cap. of 30mil. m3 in 30 countries.

Due to open on 1st Sep., 2015, Vopak SDIC Terminal Yangpu (VSTY) will serve as a world-scale oil transshipment hub along the crude oil trade route from Middle East, Africa and South America to the Far East.
Strategically located around the emerging countries and with 19 refineries in a distribution range of 1200 km, the crude oil shipped into the region has reached 90 million tons per year.
Upon completion of its first phase, it will offer 1,320,000 cbm tank storage capacity for crude oil and petroleum products; and 2 berths, 50,000-dwt and 300,000-dwt each, for ships ranging from 5,000-dwt to 375,000-dwt. The terminal can be expanded to a total of 5,200,000 cbm tank capacity for crude oil, petroleum products and petrochemicals, with at least 2 VLCC berths.
