Job Function: 工作职责：
1.Ensure the site construction execution compliance with the applicable China standards, procedures and all Quality Assurance(QA)/Quality Control (QC) related documents to finish quality control task under Project department manager。 在工程部经理领导下，认真贯彻执行国家和地方质量保证和质量控制 的方针、政策、法规和法令，做好现场施工的质量控制工作。
2.Assist project department manager to develop construction quality management system, quality control system and to implement。 协助工程部经理制订和完善施工的质量管理制度，质量控制制度并实施。
3.Execute daily quality inspection. Point out all unqualified actions & conditions on site immediately and follow up with corrective action by the contractor. 负责工地的每天日常巡视检查。及时指出工地施工中的不合格的行为和状态，并负责跟进承办商的整改措施。
4.Co-operate with construction management team and Procurement Dept. to review contractors’ quality control plan。协作项目施工团队和采购部门审查承办商的质量控制计划。
5.Authority to stop the construction process if facing the unqualified action & condition on site and submit the report accordingly. 遇有工地施工中的不合格的行为和状态,有权有责任令承包商停止作业，并立即报告。
6.develop quality plan & scope, communication and interfaces management, as well as the selection of local Third Party inspectors, and monitor the performances of vendors to meet project quality & delivery requirements. This could include conducting inspection meetings on behalf of the Project Team, with vendor and third party inspector to ensure project quality requirements are understood and can be met 制定质量计划及范围，沟通和交界面管理，选择第三方检验员，监控供应商/承包商的业绩满足项目质量和交付需要。包括代表项目组和供应商，第三方检验员一起举行验收会议确保满足项目质量要求。
7.To finish the task assigned by Company management. 完成公司领导交办的其他工作。

Skills & Knowledge: 技能知识：
-Engineering degree or equivalent professional qualification. 工程本科或相关专业
-Minimum 5 years project QA/QC experience in Oil, Chemical or Gas industry, having welding background, engineering design, project management, and construction experiences will be an added advantage.. 5年以上化工或石油化工行业质量管理工作经验，有焊接工作背景, 工程设计以及项目管理和施工经验者优先。
-Experience and good working knowledge of SHE management systems and standards. 熟悉并知道安全管理体系和标准
-Familiar with International Codes and Standards as well as China Standards for materials, equipment and construction 熟悉与材料，设备和施工相关的国际，国家和地方的标准法规。
-Good communication skill. Capable of reading and writing in English is preferred. 良好的沟通能力, 具备英语读写能力。
-Skilled in office PC application programs. 熟练掌握办公电脑应用程序。
-Capable of independently analysis, handle problems. 能够独立进行分析、处理问题。
-Hardworking and able to work under pressure. 勤劳，能够在压力下工作。

国投孚宝洋浦罐区码头有限公司由国家开发投资公司和荷兰皇家孚宝集团于2009年4月21日共同出资成立。
国家开发投资公司占股份51%：大型国家投资控股公司，投资项目包括煤、发电、散货和集装箱码头、化肥厂。
荷兰皇家孚宝占股份49%：大型独立第三方石化液体仓储物流服务运营商，在30个国家拥有80个罐区，总仓储能力达3000万立方米。
国投孚宝洋浦罐区码头有限公司于2015年9月1日正式投入运营。作为大型油品中转中心，公司罐区位于从中东、非洲和南美到远东的原油贸易主干线上。战略性地位于周边崛起的国家的中心，在1200公里的辐射范围内有着19家炼油厂，每年进入该地区的原油达到9千万吨。
第一期建成后，将提供原油与成品油的仓储库容达132万立方米，30万吨级和5万吨级的码头各一个，可接卸5千到37.5万吨级的船只。完全建成后，原油、成品油与化学品的仓储能力将达到520万立方米，并拥有至少2个可接卸巨型油轮的码头。

Vopak SDIC Terminal Yangpu Co., Ltd. was formed based on a joint venture between SDIC and Royal Vopak on 21 April 2009.
SDIC (State Development and Investment Corp., 51%): Largest state-owned investment holding company of China, investments in coal mining, power generation, bulk and container ports, chemical fertilizer factories.
Royal Vopak (managing party, 49%): World’s largest independent tank terminal operator, has 80 terminals with total cap. of 30mil. m3 in 30 countries.

Due to open on 1st Sep., 2015, Vopak SDIC Terminal Yangpu (VSTY) will serve as a world-scale oil transshipment hub along the crude oil trade route from Middle East, Africa and South America to the Far East.
Strategically located around the emerging countries and with 19 refineries in a distribution range of 1200 km, the crude oil shipped into the region has reached 90 million tons per year.
Upon completion of its first phase, it will offer 1,320,000 cbm tank storage capacity for crude oil and petroleum products; and 2 berths, 50,000-dwt and 300,000-dwt each, for ships ranging from 5,000-dwt to 375,000-dwt. The terminal can be expanded to a total of 5,200,000 cbm tank capacity for crude oil, petroleum products and petrochemicals, with at least 2 VLCC berths.
