Purpose of job:

工作目标：

Marine engineer shall report directly to Project Manager. Supported by engineering, procurement and project control team, he/she shall lead site construction team work together with vendors, supervisory company, contractors and consultants in construction phase to ensure the projects are constructed, commissioned and handed over to VSTY according to specified Codes and Standards, contractual stipulation, operation needs and VSTY SHE requirements. He/she should also assist in the plant commissioning, system start-up, and preparation of commissioning manual and maintenance program.

水工工程师直接向现场工程部经理汇报。施工阶段在设计、采购和项目控制组的支持下，他/她应与项目组、供货商、监理公司、承包商及顾问公司协同合作，以确保项目能够根据规定的标准和规范、合同规定、运营需要以及公司安全、环保、质量的要求建设和验收，并移交给国投孚宝洋浦罐区码头有限公司。他/她还应协助工厂试运行、系统启动，并协助编制运行手册及维护计划。

Job Function:

工作职责：

1. Lead VSTY’s construction team to ensure Contractor’s Construction work fully comply with VSTY SHEQ Policy in construction phase.

在施工阶段，监督承包商建设安装工作完全符合国投孚宝洋浦罐区码头有限公司SHEQ方针。

2. Co-operate with engineering, procurement, QC and project control team to coordinate site construction issues.

与设计、采购、质控和项目控制组协调处理现场建设安装工作。

3. Monitor contractor’s resource, payment issues and finished work schedule according to approved project plan timely.

根据已批准的项目计划，全面监督承包商资源、付款事宜和完成工作进度。

4. Support the permitting coordinator and contractor to obtain construction and operation permits of project issued by Local Authorities.

协助政府许可协调员和承包商从政府部门获取项目工程建造及操作许可。

5. Manage issues of change orders to minimise the impact to project on cost and schedule aspects of project.

管理现场变更事宜，最大限度降低对项目投资和进度的影响。

6. To finish the task assigned by Company management.

完成公司领导交办的其他工作。

1. Enhance and improve the site construction quality and safety.

2. Work together with engineering, procurement and project control team to ensure the project is delivered on schedule and meeting VSTY’s quality requirement.

Skills & Knowledge:

技能知识：

- Port and Waterway Engineering, or relevant engineering.

- 港口与航道工程专业（或类似专业）。

- 8+ years construction management experience in port, and take part in 300,000 tons oil jetty construction.

- 8年以上港口建设管理工作经验，并参加过30万吨级油码头建设。

- Familiar with relevant national and local construction laws and regulation.

- 熟悉相关的国家和地方的建设法规。

- Skilled in office PC application programs, especially in Auto-cad.

- 熟练掌握办公电脑应用程序，尤其是CAD。

- Prioritize to have the safety engineer certificate.

- 持有安全工程师证书的优先考虑。
