Job Function:
工作职责：
1. Ensure the site construction execution compliance with the national, local regulations and rules to finish SHE task under Project department manager.
在工程部经理领导下，认真贯彻执行国家和地方安全、健康、环保 的方针、政策、法规和法令，做好现场施工的安全、健康、环保工作。
2. Assist project department manager to develop construction safety management system, quality control system and to implement.
协助工程部经理制订和完善施工的安全管理制度，质量控制制度并实施。
3. Assist construction site leader to arrange & providing SHE training courses (including in SHE orientation to new employee and contactor).
协助现场施工主管做好对员工的安全、健康、环保培训工作；做好对新员工和承包商安全、健康、环保的入场培训工作。
4. Execute daily SHE inspection. Point out all unsafe actions & conditions on site immediately and follow up with corrective action by the contractor.
负责工地的每天日常巡视检查。及时指出工地施工中的不安全行为和环境，并负责跟进承办商的整改措施。
5. Authority to stop the construction process if facing the unsafe action & condition on site and submit the report accordingly.
遇有工地施工中的不安全行为和环境,有权有责任令承包商停止作业，并立即报告 现场施工主管。
6. Supervise and issue permit-to-work on site.
签发涉及安全的施工许可证和监督执行状况。
7. Responsible for testing and maintaining the SHE equipment to ensure proper functioning.
负责安全、环保、保卫装备设施的检查、养护、检测。
8. Ensure the contractor maintains housekeeping on site.
确保承包商做好和保持工地环境卫生工作。
9. Assist Construction Site Leader for maintaining contacts between official departments and fire-fighting brigade.
协助现场施工主管做好与安全、环保、保卫政府管理部门和消防队的联络工作。
10. Assist Construction Site Leader to treat, investigate and report the accident. Assist Construction Site Leader to be responsible for controlling and minimizing the accident effect.
在发生安全、环保事故时，协助现场施工主管做好组织事故应对处理。协助现场施工主管做好控制和减少事故造成的损失后果及事故的调查、处理、统计、上报和建档工作。
11. To finish the task assigned by Company management.
完成公司领导交办的其他工作。

Skills & Knowledge:
技能知识：

1.Technical college engineering degree or above. The national level certificate holder is preferred.
工程大专学位以上.持有国家级的安全注册证书者优先。
2.At least 5 years professional work experience and 2 year experience in construction project as Safety Engineer, especially in Jetty marine work or petrochemical project.
在相关企业五年以上工作经验，两年以上项目施工安全经验, 特别是码头水工或石油化工项目。
3.Familiar with domestic Law, Regulation and the application procedure of design, construction & inspection.
熟悉国内法规、规范、标准和设计、施工、验收的申报程序
4.Good communication in spoken and written English is prefered.
良好的英文口头和书面表达能力优先
5.Familiar with office software

国投孚宝洋浦罐区码头有限公司由国家开发投资公司和荷兰皇家孚宝集团于2009年4月21日共同出资成立。
国家开发投资公司占股份51%：大型国家投资控股公司，投资项目包括煤、发电、散货和集装箱码头、化肥厂。
荷兰皇家孚宝占股份49%：大型独立第三方石化液体仓储物流服务运营商，在30个国家拥有80个罐区，总仓储能力达3000万立方米。
国投孚宝洋浦罐区码头有限公司于2015年9月1日正式投入运营。作为大型油品中转中心，公司罐区位于从中东、非洲和南美到远东的原油贸易主干线上。战略性地位于周边崛起的国家的中心，在1200公里的辐射范围内有着19家炼油厂，每年进入该地区的原油达到9千万吨。
第一期建成后，将提供原油与成品油的仓储库容达132万立方米，30万吨级和5万吨级的码头各一个，可接卸5千到37.5万吨级的船只。完全建成后，原油、成品油与化学品的仓储能力将达到520万立方米，并拥有至少2个可接卸巨型油轮的码头。

Vopak SDIC Terminal Yangpu Co., Ltd. was formed based on a joint venture between SDIC and Royal Vopak on 21 April 2009.
SDIC (State Development and Investment Corp., 51%): Largest state-owned investment holding company of China, investments in coal mining, power generation, bulk and container ports, chemical fertilizer factories.
Royal Vopak (managing party, 49%): World’s largest independent tank terminal operator, has 80 terminals with total cap. of 30mil. m3 in 30 countries.

Due to open on 1st Sep., 2015, Vopak SDIC Terminal Yangpu (VSTY) will serve as a world-scale oil transshipment hub along the crude oil trade route from Middle East, Africa and South America to the Far East.
Strategically located around the emerging countries and with 19 refineries in a distribution range of 1200 km, the crude oil shipped into the region has reached 90 million tons per year.
Upon completion of its first phase, it will offer 1,320,000 cbm tank storage capacity for crude oil and petroleum products; and 2 berths, 50,000-dwt and 300,000-dwt each, for ships ranging from 5,000-dwt to 375,000-dwt. The terminal can be expanded to a total of 5,200,000 cbm tank capacity for crude oil, petroleum products and petrochemicals, with at least 2 VLCC berths.
