职位描述

JOB DIMENSIONS & CONTEXT:
- Daily Utilities Technicians Functions
- Daily Maintenance Technicians Functions
- Spare Part Oversight
- Set up of Predictive Maintenace Program to meet COMPANY MI program requriements

- Assist in engineering projects regarding capex, process improvements and modifications to Site




ACCOUNTABILITIES DESCRIPTION OF RELATED ACTIVITIES & SCOPE OF AUTHORITY & PERFORMANCE INDICATORS
1. Major Duties - Ensures COMPANY core Safety Values are adhered to in all maintenance activities on site
- Ensures Company Permit and HSE programs are incorporated into 100 % of the maintenance activities
- Handles all maintenance management and administrative issues (overtime, time cards, vacation management, employee relations issues, etc).
- Responsible to audit quality of mechanics’ logs and repair history data entry.
- Participate in incident investigations (safety, environmental, quality or production incidents) relative to maintenance operations.
- Review and revise maintenance procedures if necessary.
- Provide continuous process improvement through plant/process upgrades.
- Apply strong troubleshooting skills, demonstrating statistically-based approach to troubleshooting.
- Lead safety, environmental, and quality initiatives (for example, quality improvement project).

2. HSEQ responsibilities and authorities - Supervise & carry programs to achieve department HSE objectives & quality objectives.
- Lead BBS initiative in Maintenance Group
- Conduct Daily safety tool box meetings with technicians & operators.
- Implements the action plans regarding HSE issues.
- Conducts close monitoring and frequent trainings to improve maintenance service contactors’ performance to achieve Zero reportable incidents.
- Advices HSE suggestions for improvement.
- Reports any HSE findings.
3. Assignment and planning of work - Implement a Work order system to track both Preventative and Corrective Work on site
- Track monthly work order completion statistics
- Interact daily with Production Team to ensure that Operations interruptions are minimized.
- Complete JSA / SWAT analysis prior to assignment of work
4. Work relationships - Receive the production instructions from the manager.
- Contact with SHE specialist for following up the related SHE procedures and maintain safety work.
- Contact with production manager for preventive/periodical/breakdown maintenance arrangement.
- Contact with quality manager for maintenance documents auditing and project improvement.
5. Contractor Management
- Leads or involves in the contractor selection.
- Conducts closely monitoring to the site contractor and conducts periodically evaluation on contractor’s performance.
- Creates contractor performance reports to Plant Manager.
6. Train and Coach Technicians / Operators
- Conduct hands-on training regarding process equipments for operators and technicians.
- Organize cross training for maintenance technicians.
- Revise training documents when necessary.
- Lead refresh training for technicians
7. Develop maintenance documents - Develop Preventative Maintenance System
- Prepare Critical Spare Parts List – following COMPANY MI standards
- Develop Site Equipment Database to meet COMPANY MI requirements ( Later move to SAP )
- Write& revise SOPs for all utilities;
- Write all documents for production equipments, electrical and instrument;
- Initiate regular maintenance plan.
8. Arrange maintenance job - Assign maintenance work as per priority;
- Follow up all yearly calibration/inspection for critical equipments conducted by government bureau.
- Job orders weekly summary
9. Adheres to Sartomer business policies and ethics.
- Follow SARTOMER business policies to manage maintenance service contractors & customers.
- Supervise contractor maintenance service to ensure adherance co business regulations.
- Monitor & finding abnormal issue regarding contractor maintenance service. Report & declare the happening.
10. Adheres to Sartomer and Group’s EHS policies and ethics.
- Attends weekly site inspection.
- Implements the action plans regarding EHS issues.
- Conducts close monitoring and frequent trainings to improve contactors’ performance to achieve Zero reportable incidents.
- Advices EHS suggestions for improvement.
- Reports any EHS findings.
11. Prepares reports as required in a timely manner.
- Provides monthly and weekly reports to Operations Director.

QUALIFICATIONS & EXPERIENCE REQUIRED:
- BS or MS in Mechanical/electrical/instrument Engineering. Five to Ten years experience in a high-hazard chemical manufacturing environment preferred.
- Strong working knowledge of reliability concepts (such as defect elimination, reliability-centered maintenance, root-cause failure analysis, failure mode and effect analysis, etc.) is necessary.
- Must have a teamwork-orientation to work well with all parts of the organization.
- Ability to coach and mentor junior engineers/technicians and maintenance leadership in the principles of defect elimination and ongoing predictive and preventive maintenance of facilities.
- Knowledge of industrial and corporate codes and standards.
- Work planning, scheduling experience.
- Familiarity and understanding of quality requirements.
- Experienced with rotating process equipment, power transmission, and hydraulics.
- Familiar with Fire Codes, Safety Codes, ISO Procedures.
- Good command of English.
- Experienced with maintenance equipment, instrument calibration equipment.
