Job Description and Qualifications POSITION SUMMARY

Purpose

This position is required to meet the need of project development and execution in China. This position will have direct responsibilities for specific purchasing functional activities supporting projects in China.

Nature and Scope

This position will work with sourcing team to provide the purchasing support and primarily serve the Global Engineering Organization in Shanghai.

The position is responsible for planning and executing procurement activities including identify, qualifying, executing purchase orders/agreements with reliable sources of major machinery equipment, electronics equipment,nstruments, and materials for the projects in China.

This position is based in Shanghai and reports administratively to Project Procurement Manager and functionally to Category Sourcing Manager

PRINCIPAL ACCOUNTABILITIES

? Support sourcing to identify and qualify reliable suppliers of machinery equipment, electrical equipment and instruments.
? Maintain supplier information and catalog files and databases
? Develop bidder list, inquiry packages, negotiation strategy, bid tabulation parameters and award practice consistent with overall projects, and/or purchasing objectives.
? Provide input to the procurement planning process for specific project execution strategies.
? Prepare purchase orders/contracts, get proper internal signatures and confirmations from vendors, and make transmittals to relevant departments.
? Maintain close post-order-placement contact with suppliers in order to ensure commitments are met.
? Work with sourcing team to provide feedback to suppliers regarding their performance and potential for future business and opportunities with Air Products.
? Leverage sourcing team to complete the purchasing activities.
? Work closely with project logistics on matters related to import/export and transportation, and to decide the best INCOTERMS for the purchase
? Ensure that all purchasing activities comply with established Purchasing Policies, Procedures, Process and Practices as applicable.

The position must be knowledgeable of purchasing functions and keep abreast of issues and trends in technology and markets, as well as have an intimate knowledge of the Chinese central government's influence and potential effect on our purchase decisions. A working knowledge of the effects on purchasing of currency, tax and import/export duty laws and norms is also essential.

The incumbent will be expected to develop bid lists, develop and issue inquiries based on technical specifications, negotiate supply agreements, track orders, resolve conflicts and manage the entire supplier relationship process with local vendors. The incumbent will be responsible for making decisions and executing agreements within the limits of his/her commitment authority.



JOB REQUIREMENTS

? At least 5 years experience in purchasing or related commercial work experience.
? Good understanding of rotating machinery (Compressors, Pumps) and electrical (Motor, MCC, Switchgear, etc.) equipment supplier base.
? Bachelor Degree in engineering/technical or commercial is required.
? Good English skills are essential.
? Good skill at organizing, analyzing and coordinating
? Good communication, teamwork and presentation skills
? Engineering experience is a plus.
? Experience working with foreign company (America, Europe) preferred.
? SAP experience preferred
