职责内容:
根据需求部门的采购要求，进行sourcing工作，建立bidder list，报采购经理批准
组织sourcing会议，邀请相关部门参加，进行潜在供应商初评
负责价格谈判，包括制定采购目标价，报采购经理批准
负责合同条款的谈判，必须站在保护公司立场上，要求供应商签定经上海OnStar律师确认认可的合同版本
积极参与合同草稿的制定
负责合同管理和合同变更的各项事宜
制作采购意向报告，在JPC会议上报告所负责的采购案
跟踪交期，确保供应商按时交货
与采购需求部门和财务部门联系，确认付款
与需求部门和使用部门联系，了解供货质量
管理供应商，协调外部和内部关系，解决外部和内部各种问题
跟踪和控制项目进度，协调其中各种问题，确保项目按进度要求实施
制作各种与供应商相关的文件报告，负责出会议纪要
作为对应于供应商的唯一联系窗口，采购员应代表公司形象，公平处理各项事务，并维护上海OnStar的利益不被侵害

任职资格:
4年及以上IT或一般采购工作经验
本科以上学历
具备良好的英语听、说、读、写综合能力

Main Responsibilities:
Manage sourcing according to the requisitions from other departments and establish bidder for approval of Manager of Purchasing & Strategic Alliance Dept
Organize sourcing meeting by inviting all relevant department to attend, and conduct preliminary evaluations of potential suppliers
Responsible for negotiations, including setting up target price for approval of Manager of Purchasing & Strategic Alliance Dept
Responsible for terms negotiation in line with company interest and benefit and driving suppliers to reach agreements which are approved by lawyer of Shanghai OnStar
Actively involve in contract draft
Be responsible for contract management and change of contracts
Work out Purchase Intent Report and report the case in Joint Purchasing Committee
Follow delivery status and make sure on-time delivery
Contact with requisition department and finance department to track the payment
Contact with requisition department and user department to get the feedback of goods/service quality
Manage suppliers and coordinate relevant relations internally and externally. Solve the problems when they happen internally or externally
Track and control project progress to guarantee it on schedule and perform to plan
Finish the documentary work relevant to suppliers including meeting minutes
Represent company image as sole contact window to suppliers, handling all issues fairly, and protect company interest and benefit

安吉星是通用汽车与上汽集团之间的第八家合资企业，也是北美市场之外的首家OnStar信息服务业务机构。OnStar是通用汽车最成功的品牌之一，在2008年底北美上市的95%通用汽车产品都安装了该系统。OnStar系统将通过应用全球卫星定位系统（GPS）和无线通信技术来为中国的消费者提供广泛的汽车安全信息服务，包括碰撞自动求助、路边救援协助、全音控免提电话、实时按需检测、全程音控领航、被盗车辆定位、手机应用等十多项。母公司之一的OnStar公司是通用汽车的全资子公司，也是美国处于领先地位的车载信息服务提供商。如今，在北美使用OnStar服务的用户已经超过700万。

安吉星的成立也是上汽通用汽车继创新推出服务品牌和产品、诚新二手车业务、金融贷款服务之后，在汽车服务领域方面的又一拓展。
