3、对人事管理制度进行制订、执行、监督；

4、做好组织构架的设计，相应职位的职能说明书，对于组织内部的人力资源进行合理规划和变更，并控制人力资源总量，降低人力资源成本，优化人员结构，提高人员整体素质；

5、负责人员的招聘工作，制订招聘计划，并进行初步的面试与筛选；

6、负责人员的培训计划，制订合理的岗前培训等工作；

7、制订薪酬政策与晋升政策。
