Job Summary / Mission:

The Regional Supply Chain Engineering & Trade Compliance Manager provides assistance to Greater China operations to ensure trade compliance with the Customs Regulations, Export Control Regulations, hazards transportation and storage regulation in China domestic and other regulations affecting the export and import of finished goods, parts and components, materials and consumables, and their related technology. He will define and implement delivery routes for domestic and international flow within the ASPAC region and 3PL's solutions to achieve Service Level Agreement and maximize Supply Chain KPI’s (service, economics). In addition, he may take the responsibility to lead & implement supply chain projects in China. He will define, follow up and optimize the Greater China engineering and transportation budget managed from SC sites & Operations. The Regional Supply Chain Engineering &Trade Compliance Manager provides assistance to regional operations to ensure trade compliance with the Customs Regulations, Export Control Regulations, and other regulations affecting the export and import of finished goods, parts and components, materials and consumables, and their related technology.

Common Activities / Duties / Responsibilities:

? Trade Compliance

1. Implement the Global Trade Compliance procedures for Greate?r China
2. Manages for the region the import, export and trade compliance matters for concerned operations, such as
Customs codes
- Oversee customs classification and ECCN classification (ITAR regulation) for the region Lab office products according to Commodity Code Management procedure (coordination of local Commodity code committee, Binding Tariff Information when necessary, etc)
- Oversee customs classification in Operations – import process - with support of Local Compliance representatives.
Country of Origin
- Oversee Country of Origin determination for the region Lab office products according to Country of Origin Management procedure (Binding Origin Request when necessary, etc)
- Oversee country of origin management in Operations according to local rules with support of Local Compliance representatives
- Oversee Country of Origin determination for the region Lab office products according to Country of Origin Management procedure (Binding Origin Request when necessary, etc)
- Oversee country of origin management in Operations according to local rules with support of Local Compliance representatives.
3. Assist in the development, maintenance and delivery of trade compliance policies, procedures, work instructions and training linked to specific requirements in the region, with assistance from Local Trade Compliance representative and Group Legal and Compliance departments. Provide training linked to specific regional requirements.
4. Perform internal reviews and assist internal audit with Internal and External audit teams. Develop and implement corrective action plans.
5. Troubleshoot complex import and export transactions and provide supplemental documentation for the region (notably Import and export manual, etc).
6. Administer import/export brokerage agreements and monitor customs broker/freight forwarder performance in Trade Compliance.
7. Review potential hits on Restricted Party List screening where needed and resolve same in collaboration with Area Compliance managers. Supervise the yearly checks of the historic Customer and Vendor databases.
8. Perform license/exception determinations on all international shipments (and technology transfers) and instruct accordingly (R&E-Logistic Routes-Customer Service) for region lab office products.
9. Review and approve customs entries and export document packages from a compliance perspective.
10. Ensure import and export recordkeeping compliance.
11. Follow Duty Drawbacks possibilities
12. Be in charge of and handle all non-routine matters and communications with Regulatory Agencies.
13. Must comply with and ensure department compliance with Company health, safety and environmental policies.
14. Must comply with all applicable export and security regulations
15. Perform internal training courses on International Trade and Trade Compliance

? Logistic Routes

1. Define and implement delivery routes and 3PL’s solutions to achieve Service Level Agreement and maximize Supply Chain KPI’s (service, economics) for domestic and international flows
2. Define, follow up and optimize the transportation budget for Greater China
3. Follow and improve key performance indicators (KPI’s) for regional organization and ensure the achievement of highest quality services (>95%).
4. Manage emergency plans in case of exceptional events as natural disasters, strikes, epidemic diseases, material shortage etc…. and implement specific solutions
5. Define and implement electronic tools with carriers/customers to enable tracking & tracing and pre-invoicing (TMS module)
6. Follow and optimize freight expenses recovery plan to customers
7 .Lead carriers continuous improvement projects on both service and cost
8. Obtain certifications linked to the safety of the freight movements (CTPAT/AEO)

? Supply Chain Engineering

1. Involve for NPI project since phase 3 in order to define and set up proper logistic flow in place before FCS (first customer shipment).
2. As local contacts, follow up the actions list, coordinate and implement for global supply chain engineering projects.
3. As local pilot, lead and implement local supply chain engineering project within greater China to secure achievements of relevant project targets.
4. As local pilot, be contact and interface with Global Supply Chain Product Lines team, be responsible for implementing global value chain activities in local platform properly.


Other Activities / Duties / Responsibilities:

1.Define and implement interfaces between compliance programs and ERP in order to secure order flows (SAP filter box, etc)
2.Define and implement Regulatory Survey Tool on Trade Compliance for China
3.Assist in the development of automated solutions relating to Customs transactions, clearing shipments for export controls, order processing for export controls screening and licensing
4.Other projects or responsibilities as assigned or directed.

Position/Job Requirements:

Education/Training Required:
General Profile (Qualifications, Experiences, Technical competencies, Professional abilities…)
? International Trade experience, logistic flows management (order processing) and ERP processes knowledge
? With bachelor or above degree.
Work Experience Required:
? Minimum 5 years’ experience working in a similar position or within a freight forwarding company

Knowledge & Skills:
? Domestic & International freight management knowledge and expertise, preference if having hazards transportation & storage knowledge and experience
? International Trade experience, logistic flows management (order processing) and ERP processes knowledge
? Working knowledge of the following regulations: China import/export regulations and eventually other NAM or LAM countries,Export Administration and International Traffic in Arms, Dual Use Regulation.
? Technical understanding to facilitate product classification for both import and for export control purposes.
? Effective verbal and written communication, multitasking and computer skills.
? Project management skills and experience; good communication and influencing.
? Fluent in English.
