Duties and Responsibilities
1. Lead and support the PA department to ensure
all QA tasks are correctly completed as per relevant procedures, including
allocation of resources, time management, reporting/feedback etc.
2. Provide
support to all departments in the provision of QA related training, regulatory
data and compliance standards.
3. Ensure Airworthiness, Quality System and
other Approvals are maintained, including liaison with the Authorities or their
authorized delegates.
3.1 Maintenance of the Approvals
3.2 Communication
with the Authorities, including notifications, reports etc.
3.3 Preparation
and liaison during visits, audits etc.
3.4 Prepare, review and control
documented Authority and Quality System Manuals, procedures, instructions and
forms to support the QMS
4. Lead the TEXL internal Audit program to monitor
the QMS and compliance to procedures and regulations.
5. Prepare the annual
Internal Audit plan to meet the requirements of the TEXL QMS and the
Airworthiness Authorities.
5.1 Monitor the Internal Audit plan to ensure
on-time audit completion.
5.2 Allocate and manage the Auditor
resources.
5.3 Review and approve the audit reports.
5.4 Lead and/or
conduct TEXL Internal and External audits.
6. Manage the Audit Report
database and associated metrics reporting.
7. Lead the Corrective and
Preventative action processes, including providing support to other departs to
prepare the reports and the QA review the reports etc. for findings raised
from:
7.1 Internal Audit （Procedure, Process, First Article, New Cap, Vendor
Desktop, etc.）
7.2 External Audit by TEXL（Vendors/ Suppliers）
7.3 External
Audit on TEXL （Authorities/ Customers etc.）
7.4 Corrective Action Reports
（CAR）
7.5 Maintenance Error Reports （MER）
8. Prepare the reports and
supporting data to ensure Management is aware of audit findings and maintenance
errors and actively support the Managers in their review and action
processes.
9. Administration and approval of Personnel QA Ratings including
maintenance of the QA records.
10. Participation in engine and component
defect investigations and analysis to ensure any adverse trends are identified
and addressed promptly.
11. Ensure correct implementation of and compliance
to applicable EHS regulations for all activities.
12. Actively support
Continuous Improvement, EHS, Human Factors and other programs as
required.
13. Other task as directed by the
Company.


Qualifications and Requirements
1. Training /
Certification in a Quality, Engineering or associated subject.
2. At least 7
years experience in QA or QC in an Aviation Maintenance environment.
3. Sound
knowledge of CAAC, FAA and EASA regulatory requirements and standards.
4.
Lead Auditor Qualification for Quality Management Systems.
5. Intermediate or
higher level of computer skills in MS Office, Word, Excel, Powerpoint, Access,
Visio software.
6. High standard of Mandarin and English language
skills.
7. Strong leadership skills, combined with excellent communication
and people skills.
8. Comfortable dealing with people in a global work
environment.
9. Previous experience in using SAP based databases preferred
but not essential.
