Role Summary/Purpose
IM Project Manager – Engineering Tools/Technology works with GE AVIC JV engineering teams and the IT Engineering Tools/Technology Leader to define engineering processes and software engineering tools implementation strategy, and participate in vendor evaluation and management. This will include developing engineering tools strategy, manage vendor relationships for key engineering tools, and manage projects implementation to realize the strategy and deliver productivity for JV.
Essential Responsibilities
- Partner with C919 engineering community to define systems and software engineering tools requirements for JV - Assist the team leader with engineering tools implementation and provide status report - Act as project manager to interface with vendors and engineering user community and ensure the successful tools implementation to meet cost, schedule and quality - Accountable for operational excellence of assigned program(s), with duties including project reviews, feasibility, cost benefit analysis, prioritization, initiation, execution and closure for all project work related to the program - Manage budgets and contracts associated with program(s) or initiative(s) - Manage activities of project team resources to support and deliver solutions relating to the program(s) - Maintain effective working relationships with peers and vendors to seamlessly integrate the program area into the overall strategic objectives and activities of the organization - Coordinate program support activities, including the development of internal and external communications, establishing roadmaps and benchmarks, and developing training plans - Lead the analysis, requirement development, design, documentation, implementation and maintenance of small to medium IT solutions for business processes - Support, advise, assist, guide and resolve problems for client leaders and users - Work as a business partner with client leaders and users to evaluate / improve business processes and arrive at mutual, cost effective solutions - Ensure conformance to system architecture, standards and practices - Prepare and present project plans, status reports, cost / benefit studies and recommend funding and resources - Initiate direct communication with specific customers, clients, suppliers and systems personnel - Act as a change agent for business processes - Keep up to date with enabling technologies and work as a partner to promote their use - Coordinate outsourced supplier efforts as required - Lead in the evaluation / implementation of third party software solutions
Qualifications/Requirements
- Bachelor's degree in Information Systems, Information Technology (IT), Computer Science or Engineering with at least 4 years of experience in an IS project management and program planning role- Fluent with both Chinese and English
Desired Characteristics
- At least 3 additional years of experience with current information technologies and their implementation into the business function - Knowledge of current business function and information technologies - Knowledge of systems engineering and software engineering processes/tools (Serena Dimensions, IBM DOORS, Esterel SCADE, The Mathworks or equivalent products). - Strong quantitative and analytical skills Preferably experienced in CAP (Change Acceleration Process) and demonstrated ability to lead, drive change, and motivate multiple groups to maintain collaboration in a complex matrix environment - Experience working with global teams- Ability to establish both strategic direction and execute on a daily basis - Ability to meet objectives by influencing and engaging across multiple teams - Strong interpersonal and leadership skills to influence and build consensus with other IT teams and leadership- Strong oral and written communication skills - Quality and cost driven Project Management (PMI) certifications preferred
