Role Summary/Purpose

Highly experienced Quality Manager with Avionics background capable of developing and executing a 3rd Party AS9100 Certified Quality Management System within China. Position is in support of a GE Joint Venture opportunity. Position requires in depth knowledge of the Engineering Development Process. Systems Engineering knowledge desirable.

Essential Responsibilities

The Quality Lead position has the prime responsibility for establishing a compliant AS 9100 3rd Party Certification for the AVIC / GE facility. The Quality Lead is responsible for managing the QA department in China including hiring and managing the QA organization staff. The Quality Lead must demonstrate leadership in communicating business goals, programs activity, and process compliance for business area segments. In this role you will utilize your experience or expertise to solve problems, develop and execute objectives, plus have the ability to effect short-term and long-term business goals. This position will initially focus on COMAC programs. *Drive overall quality for AVIC / GE product lines, approving Toll Gate phases * Act in conjunction with the program and product managers release criteria and quality objectives * Ensure review of processes, procedures, quality objectives, QMS, and tools *Ensure test records are maintained, metrics collected, and reports given back to the business * Evaluate and publish specific quality metrics and test results to the project team and stakeholders * Identify resource requirements for all quality assurance tasks; identify test hardware quality requirements and receiving inspection requirements * Provide technical direction for the Quality Dept. and Testing groups * Plan, direct, and coordinate all AVIC/GE quality assurance functions for assigned product lines * Direct and coordinate the overall quality compliance IAW specifications and standards for materials, processes, and finished products to meet customer purchase order requirements *Support regulatory compliance and optimization of quality systems procedures relating to product complaint handling, adverse event reporting and product field actions through development, maintenance and improvement of documented processes * Develop and implement quality metrics specific to Tier 1 applications to drive improvements and business results * Plan and supervise Six Sigma studies aimed at improving product quality and reliability * Contact customers and suppliers when necessary to confer on specific quality issues * Ensure a means of collecting and distributing compiled information in order to improve quality * Ensure safe practices are used in compliance with all governmental regulations * Conduct training to quality processes as needed * Responsible for the administration of the quality system, including implementation and maintenance to regulatory requirements and standards such as applicable ISO/AS/ANSI standards

Qualifications/Requirements

Bachelor’s degree in Technical field. Experienced in the role of Quality Manager-Avionics field preferred. Must have an understanding of Avionics Systems Integration. QMS auditing skills required. Ability to write effective procedures. Must be fluent in English language.

* At least 5 additional years of experience in managing within Quality Assurance Engineering environment * Capable of establishing an AS9100 certified facility * Six Sigma Green Belt certification preferred * Strong oral and written communication skills (in English) * Ability to speak Chinese strongly desired * Strong interpersonal and leadership skills * Ability to act as a change agent * Ability to apply Six Sigma tools * PC proficiency * Must have an understanding of the principles of the entire Engineering Development Process and associated applicable documentation flow. * Ability to effectively lead in a team environment * Thorough understanding of the Root Cause Analysis process and the ability to effectively identify root cause * Ability to interpret requirements of DO-178B, DO254, DO297/ARP 4754 and some related practical experience in these areas *FAA , EASA, or CAAC background / knowledge / experience
