SUMMARY
I. Ensures that facility services are provided in compliance with the GSA and SLA; and the level of quality meets or exceeds designated KPI values.
II. Responsible to provide a safe and comfortable working environment for all occupants and maintaining well-organized facility operations / maintenance programs focused on preserving and enhancing the value of the facility
III. Maintaining good relations and effective communications with the customers and team members;
IV. To development and delivery of best practice initiatives and leading the team members in the development and execution of continuous improvement programs;
V. To initiate, direct, monitor and control daily performance of operations, maintenance and facility team members and ensure that all activities are performed
VI. To deliver high quality, prompt and courteous Facilities Management services in support of client’s business needs
VII. Together with client in identification of savings in operating costs in the ongoing management of the premises
VIII.To provide training, management and guidance to directly employed staff in accordance with Cushman and Wakefield Human Resource guidelines.
IX. To ensure that all project activities comply with company and DB policies and ethics
X.To comply with all company and client’s policies, procedures and standards including EHS requirements. Quality Paragraph

ESSENTIAL DUTIES AND RESPONSIBILITIES
1.Client Relations:
Establish and develop relationship with local Client customers to understand their business strategy, to solicit feedback and recommendations, and to ensure that FM
a) Services and solutions meet or exceed local needs.
b) Review monthly management reports; consolidate into all remote site report, review with Regional Facilities Manager
2. Financial Matters
a) Prepare annual business/operating plan. Seek advice from corporate engineers, with respect to the operational maintenance and repair program to ensure that competitive contracts and in-house maintenance standards are maintained and funds are available to support this program.
b) Prepare a capital improvement programs to ensure that the facilities maintain full functionality, superior image in the marketplace and introduce cost saving systems and materials to keep minimize operational expenses.
3. People
a) Responsible for resource planning and competence development of site teams. Prepare and conduct staff performance reviews.
b) Create and implement staff planning and development programs to meet the on-going operational requirements of the facility. Ensure trained, capable personnel are provided as a continuous product of such programs at all levels of the facility for promotional progression.
c) Develop and maintain a climate of achievement within the facility that will foster a high level of employee motivation and commitment to the overall facility and company goals
4. Facility Program Management
a) Inspect the facilities on an on-going basis to determine the efficiency and effectiveness of all facility personnel.
b) Oversee the preparation of bid specifications, solicitation of competitive bids and make recommendations regarding contracted services to the client.
c) Initiate and authorize expenditures, pricing strategies, appropriations, and commitments within the limitations of delegated authority and recommend appropriate action for those outside this level.
d) Implement and ensure that policies and procedures comply with published directives, local codes and laws.
e) Management of staffs and suppliers.
f) Management of budget, equipment and materials on behalf of customer.
g) Management of contract and subcontractors
h) Management of soft services including cleaning, pest control, landscaping, postal, office supplies, archives, switchboard operation, internal plant, bottles water supply, waste disposal, phone book updating etc.
i) Management of technical systems operation and maintenance including electrical, HVAC, Building Management System, Fire Fighting, Plumbing and Drainage, Compressed Air and Vacuum System, Elevator and Escalator, Decoration, Special Equipment and Pressure vessels etc.
j) Management of Risk and Crisis, including regular review and update on risk analysis, business continuity plan, emergency response plan etc.
k) Management of facilities projects
l) Management of Energy Savings Program
m) Management of Environmental, Health and Safety.
