POSITION
·Report to the General Manager

MISSION
·Ensure that Health, Safety and Environment Chinese regulations and Safran standards are well applied
·Monitor the development and implementation of HSE policy and improvement plans according to the priority defined by the General Management
·Provide support for the application of the HSE policy to the operational personnel
·Coordinate and monitor HSE transversal actions of all concerned departments
·Carry out HSE audits and inspections

RESPONSIBILITIES
·Ensure the compliance with regulations and laws
·Ensure the correct application of the Safran Group and AVIC policy, fundamentals and standards
·Ensure the regulation records are well kept and checked periodically
·Develop and update appropriate HSE procedures
·Maintain the HSE Management System documentation and monitor its distribution
·Organise HSE training and information session to the personnel and monitor the HSE policy application
·Implement periodic reporting and maintain HSE performance scorecards
·Identify and analyse the significant HSE dangers and risks
·Propose and enforce preventive and corrective actions until the targets are reached
·Propose and organize regular emergency exercises
·Interface the public services (Fire Bureau, Environment Protection Bureau, Labour and Health Bureau, Export Processing Zone Management) and deal with their regular audits and approvals
·Fill in the Safran and AVIC Corporate HSE reporting


EDUCATION BACKGROUND AND TECHNICAL COMPETENCIES
·Master Degree in Engineering or Bachelor Degree major in HSE
·Good English language skills (C,S,W,R)
·Five years of experience in HSE
·Knowledge of audit techniques
·Knowledge of continuous improvement tools
·Organizational skills and ability to prioritize
·Capacity to analyse and to synthesize, problems solving
·Proficient Computer Skills in Microsoft Office Programs (Words, PowerPoint, Excel, MS project, ...)
