职位描述

Supplier Management Manager reports to PSC&ME Manager. The Supplier Management Manager owns 2 functions of Strategic souring and Supplier development. His/her works is to understand internal customer’s requirements,  coordinate, motivates, and supports the suppliers, responsible for effective communication and performance  improvement of supplier.  This position requires good knowledge of quality & lean tools and good influential skills, result driving aptitude, good skill of manufacturing data analysis and problem solving.

供应商管理经理汇报给采购和制造工程经理。供应商管理经理负责两个职能:战略采购和供应商管理。/她的工作是了解内部客户的需求,协调,激励,支持供应商有效的沟通和改善绩效的发展。   该职位要求优秀的质量和精益工具知识,好的影响能力,结果为导向的态度,好的生产数据分析和问题解决能力。

Position Responsibilities

职位职责

  • Be responsible for Supplier assessment and on-site audits, Establish supplier audit plan and execute, make sure Supplier develop mature and continuous improving management system .make sure supplier develop stable production capability and robust quality system.  need understand supplier operation processes or delivery processes and find the opportunities of improvement
  • 供应商的评价和现场审核,建立供应商审核计划并且执行,确保供应商建立成熟和持续改善的管理系统,确保供应商建立稳定的过程能力和需要了解供应商的运营或交付流程并且发现改善机会
  • Conduct supplier problem on-site investigation using ACE tools, collect and make process/quality data analysis and Establish CI project plan and drive supplier process improvement and problem solving.
  • ACE工具进行供应商现场的问题分析,收集并分析过程/质量数据,建立持续改善项目计划并推进供应商过程改善和问题解决
  • Be responsible for Supplier performance management, lead purchasing, quality, program team to rate supplier performance and request improvement for low scores.
  • 供应商绩效管理,组织采购,质量,项目团队给供应商评分并对低分要求改善
  • Be responsible for Supply chain risk management , regularly evaluate risks and create mitigation plan and track for executing
  • 供应链风险管理,定期评估风险并且指定规避计划,并跟踪执行情况
  • Maintain supplier call matrix for full aspect communication, Regular supplier performance review /communication include Daily/Weekly LOB review, Monthly OTD /Escape ,Quarterly collect Score card , yearly conference,
  • 供应商联系矩阵确保和供应商多方面沟通,定期的供应商绩效沟通包括日常/周 生产进度确认,月度 交付/逃逸数据,季度计分卡,年度回顾。
  • Maintain supplier management dashboard and drive KPI &project deployment ,team meeting for driving internal task separation, team member ownership and joint effort within team, Maintain supplier watch list and collect all supplier issues and track for corrective action closure, Regular report the management for the supplier management plan and Project progress
  • 供应商管理状态板,使用KPI分解和项目分解及团队会议,从而推进任务分配,团员责任划分和团队的合力完成项目, 维护供应商问题监控表,收集并跟踪所有供应商相关问题和改善措施,定期向管理层汇报供应商管理的计划和项目进度
  • Promote and Train supplier for improvement tools or system like RRCAPPAP, VSM ,supplier portal LOB etc. drive ACE /Lean projects at suppliers and/or sub-suppliers to establish lean supply chain
  • 和培训供应商使用改善工具或系统比如RRCAPPAPVSM, supplier portal LOB,驱动供应商和次级供应商的ACE/精益项目从而建立精益供应链
  • Establish communication plan with suppliers including backup contact and escalation plan, maintain communication with external resource like Collins/SAEC supply chain teams, commodity team, Setup regular supplier conference meeting. Other communication works like NDA, Textport, EC notification etc. and keep record of sourcing, negotiation etc.
  • 与供应商的沟通计划包括备选联系人和升级计划,维护于外部资源如 Collins/SAEC 供应链团队,采购团队,建立定期的供应商大会, 其他沟通工作如NDATextport, EC 通知等,并且保持供应商选择和谈判等的记录
  • Be responsible for Strategic sourcing, review the NPI technical drawing or design specification to understand source capability requirement, source for the potential vendors and send RFQ  and consolidate quotations for competitive bidding
  • 战略采购,审阅新品导入的技术图纸或设计技术规范并且理解对供应商的能力要求,寻找潜在供应商并发出询价,然后整合报价以进行评标
  • Define procurement strategy from the sourcing result,  Organize review with stakeholders to define  sources selection and purchasing shares
  • 发供应商的结果中定义采购策略,组织相关方评审并定义选定供应商和采购份额
  • Negotiate with suppliers and  work out purchasing agreementsprice agreement ,LTA etc.
  • 与供应商谈判并达成采购协议比如价格协议,长期协议等
  • Develop and maintain a positive department attitude and team environment and ensure that all team members under supervision are aligned with the company value and  goals ,  make sure all team member understand and follow rules and being treated fairly
  • 并保持积极向上的部门风气和团队环境,从而保证所有团队成员统一的价值理念和目标,确保部门成员理解和遵守规定并且被公平对待。
  • Develop and maintain department procedures and standard worksbe responsible for accepting audit and action closure related to supplier management
  • 并维护部门流程和标准作业,负责接受与供应商管理相关的审核和行动项
  • Regular update and report department/key process metrics and status to higher lever management 
  • 更新并向管理层汇报部门/关键流程的指标和状态
  • Plan and control budget, review spending items ,payments, reimbursement etc, Plan and lead supplier management related cost reduction projects
  • 和控制预算,审核和批准费用项目,付款,报销等,计划和领导供应商管理相关的成本节约项目
  • Lead team to identify and execute continuous improvement projects including ACE projectsQuality improvementEHS improvementdigital projects
  • 团队识别和进行持续改善项目 包括ACE改善项目,质量改善,EHS改善,数字化项目等
  • Support cross-functional activities

  • Other tasks assigned by supervisor/Manager

Qualifications and Experience 任职资格和经验:

  • Education 教育

The ideal candidate will possess a degree in Quality, Mechanical Engineering, Industrial Engineering  or related field required;  

理想的候选人应拥有质量、机械工程、工业工程或相关领域的学位;

·         Have Bachelor Degree, and MA/MS degree is preferred, w/3+ years’ experience in operation/quality/lean manufacturing/supplier quality Engineering’s role, experience in MNC is preferred.   

拥有学士学位,硕士学位优先,及3年以上运营/质量/精益生产/供应商质量管理的岗位工作经验;有外资企业工作经验者优先

  3. Requires a minimum of 2 years of supplier management project experience, along with excellent project management, contract negotiation and administration skills. International purchasing experience preferred.
  4. 最少两年的供应商管理经验,优秀的项目管理,合同谈判和行政技能。有国际采购经验优先。

·         Good skill in leading supplier development group and mentoring team members, Work experience in function/project leader role is preferred.

·         Strong time management skill and ability to handle multiple projects, Knowledge in project management is preferred
