Regional Finance Head, Northern Region

General Information

Reporting to : Regional Head – Northern Region Construction Materials (Operationally)

Functional Head – Finance (Functionally) Immediate

Subordinates : Finance Managers, Northern Region Accountant, Northern Region Cashier, Northern Region

Overall Function & Accountability

Operationally reporting to the Regional Head –Northern Region Construction Materials (RH-NRCM) and functionally to the Functional Head – Finance (FH-Fin), the Regional Finance Head – Northern Region (RFH NR) is chiefly responsible for safeguarding the financial interests of the company in Northern Region. He will direct and control the Finance and Credit Control functions in the Northern Region. This involves the development and implementation of relevant strategies and plans as well as monitoring the day-to-day conduct of the various functions. He shall also provide advice, services and guidance on matters relating to business planning and control, and the company's fulfilment of its financial obligations to its stakeholders.

The RFH - NR will be operationally accountable to the RH-NRCM and functionally to the FH-Fin for the effective control, management and overall financial performance of the company in Northern Region.

Major Roles & Responsibilities

1. Develop business plans in line with the Group’s long-term strategy

a. Assist the RH-NRCM and business units in the formulation and execution of business strategies and plans

b. Assist the RH-NRCM in negotiation with shareholders of various JVs on matters at the shareholder’s level

c. Ensure financial budgets of Northern Region operations are formulated in line with Group's long term business strategy, policies, goals and objectives

d. Assist the RH-NRCM to obtain Managing Director's approval of financial budgets, and ensure that the operating managers play their roles in their execution

e. Advise the RH-NRCM on potential opportunities and threats to the company's financial situation

2. Provide leadership and direction to the financial activities in Northern Region

a. Direct and supervise the key processes and activities in Northern Region in relation to finance, ensuring that they are in line with the approved plans

b. Lead and guide immediate subordinates in the implementation of plans under their respective charge

c. Monitor and review the internal control procedures of various JVs in Northern Region and to propose and implement necessary procedures

d. Constantly monitor and review the conduct of business practices in Northern Region and its subsidiaries and JVs, and address any deviation from budgets, plans, policies and procedures

e. Monitor the conduct of business practices in Northern Region, and report to the RH-NRCM and the FH-Fin on potential legal risks or information management risks

f. Report periodically to the RH-NRCM and the FH-Fin on the financial status and irregularities in operations

3. Assist in achieving financial objectives of Northern Region

a. Provide support and guidance to heads of operating business units to ensure achievement of their respective financial objectives

b. Analyse financial performance of all business units, and suggest solutions to promptly address problems to avoid any immediate or delayed impact on the overall bottomline

c. Review and propose the tax arrangements in various JVs in Northern Region to ensure compliance to the local tax law and regulation and to minimize the tax liabilities

d. Evaluate new business propositions - procurement, acquisitions, lease, joint-ventures, and investment products in the financial market

e. Control treasury activities such as disbursement, bank financing and cash flow management and ensure the compliance to the foreign exchange control and other financial regulation in Northern Region

4. Champion and cultivate the right culture

a. Set example and cultivate a cost-conscious and productive work culture that will ensure profitability and the continuing success of Northern Region

b. Monitor and advise on more cost-effective opportunities in Northern Region and operating business units, and initiate relevant action plans

c. Guide heads of operating business units in promoting a cost-conscious culture in the company

d. Provide on-the-job training and overall self-development direction and support to subordinates

e. Manage needs and expectations of departmental employees and ensure staff turnover is controlled

5. Optimise Northern Region’s resource effectively

a. Propose to and advise the RH-NRCM of annual budgetary requirements necessary to support and achieve Northern Region’s business goals

b. Ensure that all budgetted resources by respective heads of operating business units and functional departments are effectively and efficiently optimised

c. Ensure that the Northern Region operations comply with the appropriate policies and guidelines set by HQ

6. Safeguard the interests and enhance its reputation

a. Build control mechanisms for operating business units and functional departments to safeguard the company’s financial interests

b. Maintain close relationship with members of the financial community to exchange information about financial trends in Northern Region

Major Job Requirements

Qualifications :

1. Professional Qualifications in accounting, with a registered chartered management accountant fellowship

2. MBA would be an advantage but not essential

Experience :

1. Minimum of 10 years of finance work at senior management level, of which a minimum of 2 years must be in Mainland China

2. Exposure to broad spectrum of finance, accounting, treasury, internal audit, corporate finance, etc. preferred

3. Exposure to financial and accounting practices in Mainland China is required

Knowledge : Updates of financial control tools

Skills / Abilities / Traits :

1. Strategic planning skills

2. Business and commercial sense

3. Language skills - English, Mandarin and preferably Cantonese

4. Ability to manage social sensitivities in Mainland China

5. Strong social skills
