Title : Assistant General Manager (Guangdong)
Report to : Management Committee
Overall Function and Accountability
Reporting to the Management Committee, the Assistant General Manager will be seconded to take charge of the JV. The Assistant General Manager is responsible for the overall leadership and control of the JV. This involves the implementation of business plan, site development, plant erection as well as overseeing the day-to-day operations of the JV. The Assistant General Manager shall also advise the Management Committee on irregularities in the operations and seek approval from any change of operational plans.

The Assistant General Manager will be accountable to the Management Committee for the effective management and overall performance of the JV in terms of output, quality, health, safety and environmental obligations, regulatory compliances and financial objectives.

Major Roles & Responsibilities
1. Safeguards interests of Joint-Venture partners
a. Advise the Management Committee objectively on all matters relating to the JV and ensuring their downstream companies are not compromised
b. Conduct contract administration to ensure that the JV are constantly in compliance with all contractual obligations
c. Report routinely to the Management Committee on performance of the JV including progress and status of contract

2. Provide leadership and direction to the business
a. Direct, lead and guide subordinates in developing and managing the quarry activities, ensuring common understanding of the approved operational plans
b. Implement the Engineering & Landscape design within the budget and according to schedule
c. Supervise the quarry activities to ensure the highest quality standards of aggregates as well as plant machinery utilization

3. Achieve objectives of JV
a. Develop annual budgets and forecasts on operational, organisational, staffing and financial requirements
b. Supervise, monitor and control costs and the performance of the company, and address any deviation from budgets and plans
c. Ensure that any deviation from targets are promptly addressed with contingency plans to avoid any immediate or delayed impact on the financial objectives
d. Report routinely to the Management Committee on performance of the JV

4. Deal with the local government
a. As Assistant General Manager, manage communication with government on all happenings on site, including activities of individuals, visitors, sub-contractors and companies other than the JV
b. Liaise with government authorities to ensure contract requirements are met within budgeted resources, and quarrying or landscaping issues are resolved amicably

5. Champion and cultivate the right culture
a. Set example and cultivate a cost-conscious and productive work culture that will ensure optimisation of resources and profitability in the JV
b. Champion a sense of responsibility and cohesiveness among the JV employees that can support and uphold the reputation of the operations
c. Provide on-the-job training and overall self-development direction and support to subordinates
d. Cultivate a succession-planning philosophy by developing successors for key senior personnel
e. Manage needs and expectations of the JV employees and ensure staff turnover is controlled

6. Optimise JV's resource effectively
a. Propose to and advise the Management Committee of the resources (human, financial, technical) necessary to support and achieve the JV's business goals
b. Ensure that all budgetted resources are effectively and efficiently optimised
c. Keep abreast with changing quarrying techniques or marketing ideas, and recommend appropriate cost-effective measures to minimise costs and maximise profit

7. Safeguard the reputation of the Group
a. Implement control mechanisms within the JV to safeguard the interests of shareholders, customers, vendors and employees from business risk and losses
b. Formulate operating policies and procedures and ensure administrative practices of the JV are consistent with policies and procedures of the Group
c. Keep abreast with changing health, safety and environment (HSE) requirements and implement measures to constantly ensure operational practices conform to HSE regulations
d. Implement quarry practices based on international standards and requirements, and benchmark performance with competitors
e. Cultivate good community relations with the communities within the neighbourhood of the quarry operations

Major Job Requirements
Qualifications :
1.Bachelor Degree in Engineering with professional accreditation, preferably with Institute of Quarrying and/or HKIE
2.MBA would be an advantage but not essential
Experience :
1.Minimum of 10 years experience in construction or quarrying, with at least 5 years at senior managerial level
2.Project management experience in construction or quarrying is required; a strong profile in the industry is an advantage
3.Previous PRC experience is preferred
Knowledge : Good engineering knowledge of construction or quarrying
Skills / Abilities / Traits :
1.Language skills - English and Cantonese
2.Strong social skills, tact and diplomacy
3.Ability to understand accounting and financial indicators
4.Ability to understand the mechanics of aggregate production
5.Eloquent and extroverted
