Role Summary/Purpose
Essential Responsibilities
• Provide advice and counsel as a strategic business partner to Business leaders and members of their organization(s) to develop and implement HR initiatives that drive HR excellence; • Provide Human resource leadership, planning and management including: recruiting and staffing, organization design, labor relations, Session C (GE’s annual human resources review), leadership & employee development, compensation & benefits planning and administration, leadership coaching & performance management in line with the business’ strategies and objectives at China Lighting; • Provide guidance and leadership to the business regarding HR policies, including compensation & benefits policies, practices and administrative procedures, to ensure that the business is in compliance with all Chinese laws, local regulations and applicable GE HR standards and procedures; • Lead and initiate new and innovative HR practices to create a strong culture of leadership and high performing teams. Drive HR process improvement, simplification, and a culture of performance, inclusiveness and engagement; • Closely work with Client Managers on talent development, manpower management, and labor cost control to ensure organizational effectiveness; • Provide user training on performance management process feedback coaching and tools, including the competency concept, Session C (Annual Human Resource Review), performance management systems, etc; • Provide professional opinions and consolidate documentation that supports the solution of grievance and arbitration procedures; • Build relationships of trust with business leaders, union/labor and local government leaders, workers, client managers and members of client organizations; • Manage conflict, including the development of communication/negotiation channels with labor leaders, local government officials and employees. Advise line managers on handling breaches of discipline, etc; • Implement appropriate communication tools and systems to ensure the effective flow of information. Implement GE HR tools, systems and processes. Incorporate employee communication process decisions into HR support processes (benefits plan changes, pay plan changes, etc.);
Qualifications/Requirements
• Bachelor Degree required (Business Administration, Human Resources, Industrial Relations or other HR-related field is preferred) • 8-10+ HR working experience including minimum of 5 years of Human Resource Management experience in MNC • Familiar with Chinese Labor Law, Chinese state regulations and solid hands-on experience on employee relations • Good verbal and written English skills, ability to influence all levels of the organization, ability to effectively articulate and sell ideas and operate in a multicultural/international environment. • Ability to handle multiple priorities and initiate, lead and manager change management projects. • High energy, driven and positive with a pragmatic approach • Clear thinker…able to think strategically and translate strategies into actionable plans • Decisive, mature and sophisticated in approach to clients and the organization • Proven negotiating skills, a high impact player with proven ability to drive change in an effective and participative manner • Team player, good interpersonal and influencing skill
