Title: Cost Controller

Location: SH (1st project base in Changsha)


Major Responsibilities:

-Lead and prepare project cost estimate (Inc. feasibility study stage, preliminary design and detailed design stage) as requested from project or for Company bidding and proposal purpose.

-Establish cost control system and set up the baseline of cost control for project management mission

-Conduct VO evaluation and issue the cost report periodically in terms of cost history and forecast

-Settle the final account of the project cost and prepare final account report

-Prepare bidding documents and manage the bidding process

-Evaluate the commercial offer from tenderer and issue bidding evaluation report accordingly

-Review the cost estimation as third party consultant and provide advice to client

-Organize and set up and maintain benchmark prices for all disciplines/products in China

-Assist Project Managers with progress monitoring and in processing progress claims




Requirements:

-Education: Bachelor's Degree in science, engineering preferred;

-Working Experience: At least 8 years of experience in project cost estimation and control

-National Registered cost engineer (Specialist)is a must

-Experience in using cost estimating software would be required

-Knowledge of Chinese Code on design or construction;

-Good PC Skills, such as MS Software, Notes, Excel and Access; Solid field or site experience with good data analytical skills;

-Good reporting writing skill in English and Chinese

-Fluent-written & oral English
