Purpose:

The Project Manager will be responsible to the JV Project Manager for delivery of allocated projects from concept to handover to achieve JV Shell’s Program and SKM’s objectives.

Roles and Responsibilities:

1. Reports internally to JV Project Manager, and externally to JV Shell’s local engineer. Assists the JV Project Manager in meetings at Shell’s management level.

2. Takes detailed briefings from the JV Shell internal stakeholders, i.e., Sales Managers, Convenience Retailing, Fuel Deliveries, Food Handling, Procurement, etc. and manages stakeholder alignment.

3. Visits sites and undertakes the detailed scoping of the works including time cost, stakeholder and risk issues. Prepares preliminary schedules and arranges layouts through the Design Manager and drafting resources. Agree scopes, budget and schedule with JV Shell Engineering Manager.

4. Manages site investigations, and co-ordinates permitting services issues. Co-ordinates and oversees preparation of design and contract documentation with Design Manager.

5. Overviews the performance of the permit consultant or landowner and meets regularly with permit consultant or landowner to promote the highest level of performance in time and effectiveness

6. In conjunction with the Procurement Manager co –ordinates the procurement process and issues, receives and evaluates tenders.

7. Manages the procurement of construction works and equipment in accordance with the procurement plans.

8. Collates and forwards data for entry into reporting systems.

9. Prepares monthly and phase reports on time, cost and HSSE for the Controls managers and the Program Manager.

10. Arranges for the Construction Manager or site supervisor to organise and contributes to Pre-Construction meetings and co-ordination of stakeholder activities. Manages interfaces with any client operations. Participates in Pre-Construction review meetings with contractor if necessary. Provides required advice on design issues arising during construction.

11. Ensures that the Construction Manager or site supervisor is reviewing site HSSE policy and JSAs in accordance with Shell’s safety objectives, is carrying out safety inspections during construction, documenting findings and implementing recommendations for improvement.

12. Ensures that the Construction Manager or site supervisor is reviewing construction schedules, monitoring and reporting on the progress of work. Overviews the construction performance and quality achievements.

13. Reviews contract security and insurances, superintends contract including certifying payments, authorising extension of time and variations (under delegation), managing provision of design information to clarify documentation.

14. Manages hot and cold work permit management.

15. Inspects site with JV Shell’s engineer and stakeholders, completes inspection checklist and co-ordinates rectification of defects.

16. Co-ordinates authority approvals, obtain “as built” drawings and essential services information and issues certificate of practical completion. Hands site over to JV Shell’s Maintenance operations.

17. Conducts Customer Satisfaction Survey and passes information to the JV Project Manager
