职位描述：
HES Specialist Responsibilities:
1. Reporting directly to the General Manager, responsible for overall health, environment and safety issues in the plant.
2. Provide direction to meet Cremer Wuxi’s overall H,E&S requirements and goals.
3. Develop, build and sustain a behavioral based and results-oriented safety culture. Lead site safety awareness.
4. Ensure compliance with all environmental, safety and employee vocational health laws and regulations, and keeps abreast of any changes to laws and regulations that impact the plant.
5. Develop, implement and/or maintain comprehensive management systems in support of our plant H,S&E policies, procedures and programs.
6. Audit and evaluate the effectiveness of the systems and recommend and implement appropriate corrective actions.
7. Serve as a site technical resource for H,S&E. Provides technical assistance and feedback to management and operations staff regarding safety and environmental issues that arise.
8. Interaction with governmental authorities, maintain records for inspections. Serve as primary contact for third party inspections and audits.
9. Maintain wastewater compliance with national, local or other required laws and regulations. Maintain all the related record.
10. Oversee employee personal protection equipment program and provides assistance to employees in designing and implementing safe working environments.
11. Manage the plant security and security guards related issues.
12. Conduct/coordinate incident investigations. Serve as site contact and system manager for incident and data management system. Coordinate and review the status of incident investigations and corrective/preventative actions.
13. Oversee site Industrial Hygiene program.
14. Determine/Identify and facilitate all plant safety training. Ensures that all required training and programs are complete, up to date and recorded.
15. Manage MSDS database including generation, review, and issue for both internal and external needs.
16. Responsible for applying and getting the permit/qualification which is required by government if we have extensions for future expansions or new project.
17. Assist Maintenance Department in the upkeep of all pollution control equipment.
18. Other works assigned by direct supervisor


? Qualification & Experience:
1. College or above in chemistry, Safety Engineering or related field
2. Minimum 5 years experience in HSE and at least 4 years experience in an industrial setting, with preference given to safety and industrial hygiene
3. Detailed knowledge of industrial hygiene, safety engineering principles and occupational health hazards
4. A high level of oral/written communication and training skills
5. Problem solving ability to think through issues and develop solutions that support the business in a timely manner
6. Must possess exemplary attention to detail
7. Proficient in the use of Microsoft Office applications
8. Good spoken & written English
