职位描述

Position:Government Relations Director
Report to:Sr.Director
Locaton:Beijing

Responsbilities:
The successful candidate will be accountable for the strategic development and management of Government Relations programs within China, particularly in Beijing. The GR function focuses on using government relations as a tool to strategically fuel growth within the business units. These efforts will support the Company’s overall marketing objectives, support the Company’s customers, and improve the Company’s significant position across the PRC;
The individual seeks must be capable of understanding the substantive policy issues of the industries of which they are associated and the business issues affecting one of the world’s leading companies;
The individual will be required to work with the Senior Diretor Government Relations China to develop and manage a strategic plan for successfully achieving specific results within China which are favourable to the interest of the company;
In formulating and in implementing a successful government relations program for the company, the individual will be expected to work effectively with the senior officers of the Company;
These officers have and will continue to play an important role in representing the company’s interests. Therefore the individual selected must be capable of facilitating the effective and strategic involvement of senior officers and their operating companies;
Build a Company government relations office in Beijing for the conduct of the Company’s relations with the PRC government. Authorities including but not limited to: NDRC, MIIT, MOFCOM, MOST, CAAC,MEP, etc. and US Embassy BJ, Amcham, USCBC as well as relevant industry associations
Working with Senior Director, Government relations China to develop government relations strategy for we to improve integration, communication and impact over long run;
Advise senior officers, SBU and functional leaders on all matters relating regulatory matters, and public policy issues of interest and concern ;
Under the guidance of Senior Director Government Relations China, develop and execute an annual business plan and budget designed to assist the Company in achieving their strategic goals within China. This requires gaining the support of the government in terms of those persons already noted as well as officials within the PRC and agencies, members of the diplomatic corps, members of business, trade and political associations, and other segments of society directly involved in the public policy process;
Work in sync with business managers/leaders business transactions involve government presence and require appropriate protocol;
Be a proactive strategic agent on behalf of we interests and help set the agenda, form the agenda and shape future agendas.

Qualifications:
An undergraduate degree is required. An advanced degree such as a JD, MBA or MPP would be desirable;
Languages : Be fluent in both Mandarin and English both verbal and written;
The successful candidate will be a recognized key player within China with 10+ years of significant experience working in a multinational group combined with an experience in government relations/public affairs/trade associations;
Strong, developed relationships with the latest generation of PRC leaders and important officials of agencies relevant to Honeywell business. Proven ability to maneuver through the government channels;
Previous experience and qualifications should include:
An ability to quickly grasp the technical issues facing The Hiring Company;
Prior experience working within a corporate environment a plus;
A thorough understanding of Chinese policy-making processes, including an understanding of the roles and decision points within the government.
Experience in managing consultants effectively, as well as appropriately advising/influencing mid to senior-level corporate managers/executives.

Strong people skills and a reputation for being a team player. A keen sense of protocol. Ability to work comfortably and effectively with mid to top-level government officials of either side of the political spectrum and with association leaders;
A clear reputation for ethical conduct;
Ability to work in an action oriented, decision-making environment and be decisive;
Capability to be proactive, able to develop new and creative ideas;
An exemplary performance record.
