RESPONSIBILITIES

1. Lead and develop the organization’s Procurement strategy for related commodities with an in depth understanding of the market, supplier sourcing, risk and performance management.
2. Must demonstrate a real understanding of the globally market, so that he/she will be able to identify new opportunities and innovation and ensure that these are exploited.
3. Monitor world market environment to identify price risk and opportunity and propose right strategy.
4. Develop an appropriate risk mitigation strategy through an appropriate supplier network maintaining continuity of supply whilst reducing risk within the supply chain as a whole.
5. Lead, direct, and control the activities of procurements are in line with the group and achieve its short and long term financial and operating objectives as set by overall corporate business plans.
6. Prepare and oversee budgets, plans, policies; and programs set by Business Units.
7. Set, and monitor the performances of the Purchases activities against standards and targets in areas such as cost control; administrative efficiency; legal compliance; government regulation compliance and human resources management.
8. Communicate with China government bodies to ensure new regulations will not affect operations and enjoy the most benefit.
9. Liaise with other operations units across the group to ensure the adopted strategies and activities are integrated with other parts of the business and align with the overall corporate goals.
10. This role is expected to help identify and screen suppliers, developing strategic relationships, negotiate terms and conditions, and continuously drive improved supplier service levels through leadership and direction on a cross functional basis.
11. Prepares monthly reports of departmental activities, manages and reports on related program KPI's and metrics.

REQUIREMENTS

1. 15 years of business experience with 10 years of procurement, supply and merchandise management experience.
2. Practical experience in global commodity market and commodity procurement is required.
3. Knowledge of financial terms and principles is preferable. Ability to calculate complex figures. Ability to forecast and prepare budgets. Conducts financial/business analysis including the preparation of reports.
4. Excellent communication skills in spoken and written English, Cantonese and Mandarin
5. Proven organizational and interpersonal communication skills.
6. Solid negotiation experience.
7. Strong interpersonal skills, detail oriented and able to coordinate/manage multiple tasks simultaneously.
8. Lead procurement capability development across national teams.
9. Experience in working with suppliers and government bodies in China and globally is required.
10. Strong experience in and understanding of best practices in procurement.
11. Travel to China is required.
