Job Description

To mitigate security threats to Shell Group assets and personnel (within) located in the territory by effectively managing Asset Protection security at a territory level.
· Maintain a strategic overview of the global and territorial security threats, in particular those to Shell assets operating within.
· Ensure a high level and consistent approach to AP security, in order to ensure compliance by all RE sites of the Connect Workplace Design (CWD) chapter 14 and Group Security standards, in line with the group HSSE & SP Control Framework across the territory
· Lead the development, implementation and daily security operations of Asset Protection at all Real Estate managed, Shell Business Service Centres (SBSC) and other designated sites in the territory.
· Provide effective management of Asset Protection Managers (When deployed), third party service providers and maintain active engagement and communication with both internal and external stakeholders.
· Manage the security ‘Man guard’ GSA contract and maintain a high level of service by the incumbent service provider across the territory (Where possible aligning sites not currently included in the GSA to the Global Facilities Management Program (GFMP) )
· Work closely with territory/site CMP and C&P and champion Initiatives in order to drive greater Value beyond Price (i.e. above the contract Level)
· Build effective relationships with the RE Facilities Territory manager, Corporate Regional Security Manager, RE territory HSE Manager and other relevant RE leadership in order to deliver operational AP security services to the territory.
Manage security required in terms of planning, implementation and operation for new RE projects in the territory.
All RE and designated Shell managed sites and assets located in the China territory and support to non RE activities as directed by GAPM

· Geographical area of responsibility: China (RE Territory)
RE assets: 23 sites including 7 Major office locations
5 remote office locations 11 lubes and Bitumen sites (Opex estimated: USD 2-3 million)
· Approximately 4,000 staff
· Project types: Shell Offices and Joint Venture industrial facilities
· 3 large office expansion projects planned

Contract manager for China man guarding contract (Part of Global Framework Agreement (GFA)
· Current China contract value: ca US$ 0.5mln (Expected to grow in 2014)
· Current G4S manpower: <50

Indirect or direct financial accountability: TBC
· Police, Military, Intelligence or Industrial Security experience at Senior/Middle Management level.
· Proven track record in leadership, command and team building within hostile and challenging environments
· Experience in strategic planning and tactical ‘know how’.
· In depth knowledge and ‘real time’ experience of asset protection utilizing harvested intelligence and physical resources.
· Clear understanding of commercial activity, contractual processes and performance management.
