Job title: Senior HR Officer (Recruiter)
Reports to: Head of HR and Admin (revised as on 7/9/16)
Line manages: HR staff as applicable
Overall purpose of the job
The recruiter is responsible for delivering all facets of recruiting success throughout the organization. This will be achieved through the development of local and regional recruiting strategies, plans, analysis and reporting, employing cutting edge sourcing strategies and developing new, creative recruiting ideas. The recruiter will play a critical role in ensuring we are hiring the best possible talents for Beijing, Hong Kong, Seoul and Taipei office.He/She will develop a strategy to position Greenpeace East Asia as an Employer of Choice in the general community.
Scope
Major functions / responsibilities
Conceptual tasks, Strategy development and/or Project management
- Develop and coordinate with HR and management to execute recruitment strategy and programmes.
- Manage the full cycle recruiting process to meet staffing goals within a specific time frame.
- Analyze effectiveness of recruitment efforts, with the help of data analysis, and submit reports and recommendations on regular basis.
- Employment cost control, generate the recruitment budget & expense report when required.
- Keep abreast of trends in recruitment in the external market.
- Participate in the annual HR budget and manpower budget for the workforce.
- Engage the effective and proper assessment tool for talents selection.
Implementation
- Builds applicant pool and channels by researching and contacting community services,colleges, employment agencies, media, and internet sites; providing organization information, opportunities, and benefits; making presentations; maintaining rapport.
- Proactively use different social medias (e.g. Linkedin) to promote Greenpeace’s recruitment efforts and to headhunt for the right talents.
- Work closely with hiring managers and human resource teams to ensure job positions are timely filled.
- Develop and implement search strategies that include vendor selection process.
- Participate actively in all recruitment related activities as well as staffing activities across functions and locations on a need project basis.
- Develop communications products to attract job applicants.
- Handle the recruitment and interviews.
Support/ Coaching/ Leadership
- Perform ad hoc HR projects when required.
- Provide support for the Executive Director and Organizational Support Director upon request
- Facilitate 2-way communication between management and employees.
- Ensure staffing activities and the work is effectively and appropriately communicated to the appropriate staff.
Compliance/ Keeping Framework Conditions
- Maintain an accurate and updated staffing database and summit the related report and analysis on request.
- Assist the Manager in formulating, implementing and reviewing other spectrum of human resource management.
