Overall purpose of the job
The Senior Communications Officer is responsible for assisting the Communications & Action Unit Management in developing and implementing effective strategies and projects using all kinds of communicationchannels and tools to achieve campaign and organizational goals.Working closely with the CAT management, other Greenpeace East Asia and Greenpeace International staff,the Senior Communications Officer will take leadership in developing and implementing high-level strategies toenhance Greenpeace’s ability on news making and building public support.
 
Scope
The position works under the direction of the Head of Communications & Action Unit. The position demonstrates considerable independence and initiative, and provides leadership for the planning, development and implementation of communications strategies, plans, and procedures. Judgment is exercised in directing staff. Decisions made by the position significantly impact the success of the program activities. Discretion is exercised in handling confidential and sensitive information.


The position provides direction and guidance to external consultants and temporary staff, as required.The position prepares, monitors and controls expenses and budget.Manager for the amount of approval.
 
Major functions / responsibilities

Conceptual tasks, Strategy development and/or Project management
 - Direct and oversee the planning, development and implementation of specialized projects within the required timeframes and budgets while coordinating these projects within a long-term news-making strategy. Monitor team members’ performance. Determine priorities, assign responsibilities and supervise staff within project work in conjunction with the task giver of the project.
 - Work with the CAT management to develop and implement multi-platform communications strategies,plans and tactics. This includes being an integral part of campaign project teams as well keeping up to date on China’s rapidly changing internet and media landscape through research and personal contact with existing and new partners.
 - Advise in the development of standardized work procedures to ensure Greenpeace’s communications strategies in multi-platforms are operating in line with the best practices and China’s particular cultural and political circumstances in terms of style, content, appropriateness and usability.


Implementation
 - Ensure that effective system and useful tools for traditional & digital media work are in place, maintained and used, including scheduling system, journalists database, news monitoring and analysis etc.
 - Maintain an overview of Greenpeace activities taking place globally, identifying opportunities for promotion.
 - Be the key contact for other Greenpeace offices on communications issues. Communicate with other Greenpeace offices and units to ensure an overview of global communications strategies and consistency on global, regional and national level.
 - Develop and maintain effective relationship with journalists, editors and opinion leaders in traditional & new media to support campaign and organizational goals.
 - Create and edit high quality press materials for traditional and new media to communicate our vision,values and campaigns, including using a variety of tools and channels to trigger media and public debate or amplify our campaign messages.
 - Act as Greenpeace spokesperson as required.

Support/ Coaching/ Leadership
 - Lead, motivate and manage staff, as delegated by the Manager, in line with the organizational aims and objectives in order to ensure the effective staff performance and ensure staff development, training and performance reviews take place.
 - Provide knowledge-based guidance to the design and implementation of project communications plan.
 - Promote support within Greenpeace to advance campaign goals. Respond to public inquiries about campaign issues and other matters as needed. Prepare materials and publications.
 - Work with the CAT management in the development of objectives, strategies and program activities; assist in coordinating roll out of communications plans to maximize complementary opportunities and avoid/minimize clashes.
 - Perform other duties as assigned by the line manager.

 - Oversee the integrity and quality of communications outputs.
 - Ensure appropriate protocols and policies are in place for communications work. Standardize production process for all of Greenpeace’s communications, in cooperation with the fundraising and engagement staff, including producing and implementing use of an in-house style-guide.
 - Develop, monitor and authorize expenditure in order to ensure cost effectiveness and strategic expenditure.
 - Produce regular internal reports, evaluating performance of Greenpeace’s communications output against communications and campaign objectives.
 - Oversee professional management of the Greenpeace image collection, copyrights and other creative assets.

SALARY
This position's salary range is from RMB 12000-16000/month.
The salary is evaluated based on relevant working experience.
