Job title: Deputy Program Director

Line manages: a team of program managerial staff

Overall purpose of the job
The Deputy Program Director provides leadership to a large area of program activities in Greenpeace East Asia. The position is responsible for setting policy, direction, strategy and plan for the program, in consultation with the Program Director, and managing a team of program managerial staff to implement the plan.

Scope
The position works under the general direction of the Program Director, and assumes responsibility for a large area of program activities in Greenpeace East Asia. The position demonstrates considerable independence and initiative with respect to decision-making, and provides leadership for the planning, development and implementation of program strategies, plans and procedures. The position manages several managerial staff and have authority over program policy, direction, strategy and plans in selected areas, in consultation with other managers and Senior Management Team. Judgement is exercised in directing staff. Decisions made by the position significantly impact the overall success of Greenpeace East Asia’s program. Judgement and initiative are required in leading program activities that are largely self-directed. Discretion is exercised in handling confidential and sensitive information.

Major functions/responsibilities
Conceptual tasks, Strategy development and/or Project management
- Initiate and foster relationships to strengthen Greenpeace influence on governments, businesses,media and within civil society. Act as senior spokesperson on program and organizational issues when needed. Make presentations and respond to public speaking requests. Actively represent Greenpeace in public activities, the business, scientific and government sectors, the environmental community at large and the media, to achieve campaign objectives and strengthen the profile and credibility of Greenpeace.
- Stay ahead of trends, and provide strategic advice to the Program Director and Senior Management Team on program development.
- Direct and oversee the planning, development and implementation of a large area of program activities as delegated by the Program Director. Provide leadership to the development of policy,capacity, direction, objectives and strategies in order to achieve well integrated and effective campaigning.

Implementation
- Liaise with other Greenpeace offices and Greenpeace International. Promote support within Greenpeace to advance program goals.

Support/Coaching/Leadership
- Ensure Greenpeace is successful in specific campaign issues and have strong presence in regions of operation. Develop and implement methods of measuring the success of Greenpeace campaigns. Build culture of learning and professionalism together with program managers, and provide senior level support to enable effective program work.
- Support fundraising initiatives through integration with program plans and developing relationship with external funders.
- Manage, motivate and facilitate the work of staff. Inspire and encourage staff to be innovative,professional and effective in all aspects of their work. Ensure proper and effective management is in place. Determine priorities, assign responsibilities and supervise staff. Identify staff training needs.

- Ensure confidentiality of information pertaining to personnel issues and Greenpeace campaigns.
- Involve in shaping management and organizational policies and strategies; support and communicate organizational initiatives, policies and strategies to staff. Work closely with other departments in implementing management and organizational policies.
- Work with managers to prepare the annual budget and plans. Responsible for the regular financial reporting and budget control of the responsible areas in the Program Department. Oversee budget and ensure that all expenditure is kept within the allocated budget. Ensure financial and administrative procedures are followed by staff.

SALARY
This position's salary range is from RMB 29000-38000/month.
The salary is evaluated based on relevant working experience.
