Overall purpose of the job
Lead the Greenpeace East Asia (GPEA) Human Resources and Administration team in developing and driving people strategies and programs in alignment with orgnisation strategy.
The Head of Strategic HR leads the human resources processes and practices that will provide a high performance culture that emphasizes empowerment, goal attainment, productivity and quality, and the attraction, on-going development and retention of talents.
It requires the job incumbent to co-ordinate and lead all human resources and administration services in the 4 offices in Beijing, Hong Kong, Taipei and Seoul.
Under the leadership of the Organisation Support Director, the Head of Strategic HR assists and advises the leadership team and managers on human resources and administrative issues.
The role involves working in concert with staff development on learning and development as well as other related functions in Organisation Support Department in line with the mission, values and vision of GPEA.
Scope
Major functions/responsibilities
Conceptual tasks, Strategy development and/or Project management
Provide leadership, strategic direction and coordinate implementation of all GPEA policies and initiatives in the following areas: human resources, environmental management, staff engagement, diversity, cultural inclusiveness etc.
Keep pace with trends and new practicies in human resources. Adopt a strategic and proactive approach to organizational change and respond effectively in alignment with the strategy and growth of the organization.
Develop and implement programs in recruitment and retention. Develop and implement initiatives to strengthen Greenpeace as a admired “employer brand”.
Develop and manages human resources operations and policies in the areas of compensation and benefits, global/regional mobility, performance management, employee health and well being, human resources systems and processes, talent management and succession planning, employees relations and communications, analytics and reporting.
Implementation
-Ensure the day-to-day human resources and administration operations in the 4 offices of GPEA.
-Provide reports, analysis and projections by solid HR data.
-Implement the environmental initiatives as globally defined by Greenpeace.
-Build relationship with human resources community and consultants.
Support/Coaching/Leadership
-Guide, motivate and coach human resources staff to ensure the delivery of operational and strategic human resources system that contributes to organizational development.
-Support and work with Staff Development on developing staff skills and foster a culture of learning throughout GPEA.
-Support the leadership team and managers by providing human resources counsel and decisions.
-Coordinate with IT for to ensure smooth running of the human resources operation. Assist in Legal, Finance and other functions as and when required
Compliance/Keeping Framework Conditions
-Plan, maintain and monitor budgets and expenditure for human resources and administration for GPEA. Delegate responsibility for specific budgets to team members as appropriate and approve expenditures within the authorization limit.
-Liaise with Greenpeace global HR community; ensure policies and practise are consistent globally.
-Build a service oriented team with good staff satisfaction. Ensure effective communication among local team members.
-Make sure all policies and practise are in compliance.

This position's salary range is from RMB 29000-38000/month.
