Position Summary
A - Key Objective:
Directs the implementation and maintenance of a comprehensive environmental, health and safety compliance system. The position provides leadership and technical expertise to meet Momentive expectations for environmental, health, and safety performance and ensures compliance with EH&S polices and applicable regulations through partnership with local management at the site. Ensure application of EH&S technical expertise as required.
B - Accountability,
Regulatory Compliance
1.Ensure site is in compliance with environmental health and safety regulations and permit requirements
2.Maintain responsibility for all environmental permits and ensure timely submission of initial applications and applications for renewal or modification
3.Provide technical support related to environmental permitting issues
4.Assist with EH&S recordkeeping and ensure timely submission of periodic reports to regulatory agencies
5.Assist and/or lead emergency response activities following spills and releases
6.Assist and review air/water emission improvement programs and solid/ hazardous waste programs
7.Support and review site emergency programs (e.g., facilitate site level drills)
8.Act as primary contact with regulatory authorities
9.Oversee and participate in site Industrial Hygiene Programs
Operational EH&S Management
1.Develop, review, and revise site safety plans
2.Prioritize major hazards and risks at the site, and ensure actions are taken to mitigate or eliminate risks
3.Assist and/or lead incident investigations and participate in management review of all serious incidents
4.Lead, coordinate, and participate in EH&S performance improvement initiatives
5.Participates in annual budget development process with site leadership team to set budget for specifically defined elements of EHS outside spend
6.Provide leadership and guidance to plant safety committees
uditing & Management Systems
1.Lead self-audits and coordinate external EH&S audits conducted at the site, and partner with division and/or site management to close audit findings and implement audit recommendations
2.Provide guidance to site in identifying and tracking appropriate metrics and assessing site performance
3.Implement and maintain EH&S management systems in support of the company EH&S policies
4.Track, report, and analyze the safety performance of and implement corrective action as necessary
5.Develop and maintain action item closure plans
6.Support community outreach as required
Training
1.Develop, review, and adjust safety and environmental training programs
2.Train associates on requirements and procedures for EH&S compliance
Leadership & Capability Building
1.Conduct regular reviews with site leadership and prioritize EH&S issues, give presentation on
EHS to site staff, JV, MSC, UPC management team.
2.Act as an interface between regional EH&S and site
3.Coordinate and implement EH&S site projects
C - Critical Skills, Knowledge and Experience
1.BS degree in Health & Safety Engineering, Environment Engineering, Chemical Engineering or related field.
2.At least 3-year EHS experience in multinational manufacturing & chemical environment.
3.Working experience in chemical project is preferred.
4.Should possess strong leadership, training, problem solving, and decision making skills
5.Must have excellent interpersonal skills and the ability to work effectively with all levels of the organization
6.Excellent written English and good English speaking skill, and good presentation skill
7.Must be familiar with safety and environmental regulations including air, wastewater, stormwater, solid and hazardous waste regulations
