Second Line of Defense Compliance Monitoring and Testing program (CMAT) provides ongoing, periodic monitoring and comprehensive testing for Financial Crime (FCC) and Regulatory Compliance (RC). The bank’s Monitoring and Testing model will operate consistently in all countries to deliver greater transparency and consistency of the reporting of global RC & FCC risks.
The Head of FCC / AML acts as Financial Crime Compliance Monitoring specialist to carry out independent monitoring activities across the following business lines in Global Banking & Markets, Commercial Banking, Retail Banking and Wealth Management, Global Private Banking in order to obtain reasonable assurance that the business is operating in line with relevant laws, regulations, codes and Group Standards within Financial Crime Compliance.
Responsibilities include implementing standards for testing methodologies, techniques and procedures; execution of robust quality standard program; management of the risk prioritization process; and providing guidance on the development of a testing program library.
Promote and support a risk minimizing culture in alignment with the culture transformation and Compliance's role as the second line of defense.
? Deliver an effective second line of defense compliance testing programme, aligned with the Compliance Monitoring and Testing model operationalized globally across business units, countries, and functions.
Maintain continuous oversight of collection and dissemination of any regulatory, CMAT, and/or audit issues in order to provide ongoing advice and guidance to FCC Senior Management regarding issues which may affect and/or the Compliance, AML, and Sanctions programmes.
Identifying and managing compliance risk, monitoring, reporting and certification, and fostering a compliance culture
Ensure regulatory risks are prioritised. Develop and implement an annual plan and evaluate for periodic re-calibrations as necessary. Submit annual plan for approval as required.
Identify and report on trends, root cause analysis to senior business and Compliance management.

Requirements:
Proven and progressive financial services operations, compliance, audit and/or legal management experience or equivalent.
Minimum Bachelor’s degree in related field such as business, finance, law or equivalent experience;
Requires thorough understanding of compliance and risk controls and must be conversant regarding relevant regional laws, regulations and overall regulatory environment.
Requires understanding of the changing regulatory landscape surrounding Compliance organizations within the banking industry.
Broad scope of knowledge of businesses, including products, operations, systems and organization and full understanding of all significant regulatory compliance requirements applicable to the region.
Excellent communication skills.
Demonstrated experience working with a global team, and creating and working to global standards of quality.
Well-developed negotiation, analytical, organizational, project management, and strategic and/or operational planning skills.
Proven ability to question, evaluate and improve existing business processes and adequacy of information.
Proven ability to accomplish high-level objectives in the context of annual business and compliance plans.
Successfully complete Anti-Money Laundering and Sanctions training and post-course assessment, as required
