Job Description:
Execution of Engineering Manual Project Controls Process on Shanghai Projects
Co-ordinates, leads/supervises and monitor the Project Controls activities of Contractors and other involved parties.
Manage the interface for Project Controls activities to Engineering Department; all required Departments involved in the project (e.g. Finance,Procurement) and to the local and international Architect/Engineers and Construction Contractors.
Continuously monitor the practicability and the benefit of the Project Controls process and tools and suggest improvements.
Ensures that the Project Controls Process is carried out in accordance with the Client Engineering Manual [Project Controls] and the Project related Project Controls Plan.
Implements project controls procedures and systems, project controls training and (kick-off) workshops for project management team and/ or contractor
Reviews technical bids as member of the bid review team
Establishes and maintains WBS (Work breakdown Structure),project master schedule and project cost ledger
Coordinates and prepares the cost estimates.
Implements cost control, schedule and progress control.
Forecast the final cost of the project based on the analysis of the actual incurred cost against the agreed budget.
Monitor cost performance to detect and understand variances from the budget
Produce accurate and unbiased cost forecasts at a detailed and summary level
Identify and ensure early warning of adverse cost trends such that corrective actions may be taken
Responsible for performance of “what-if”-analysis and preparation of corrective action regarding the scheduled program when required.
Develops implements and executes Change Management.
Incorporates the changes to the scope,schedule and cost control systems and to the reporting.
Monitors reimbursable cost.
Provides input to the project reports including Project Monthly Reports,Quarterly Report and the Project Completion Report.
Assist in implementation of project financial accounting procedures and systems,financial accounting training and (kick-off) workshops
Instructs the Project Financial Accountant.
Manages the interfaces between the Project Financial Accountant and the project team/contractors.
Qualification/Requirements
University degree in engineering or economics/business administration or equivalent (e.g. cost engineer,quantity surveyor)
Very good English communication skills
Good with spreadsheets
Good analytical skills
Team player
Result-orientated.
Knowledge of SAP is an advantage
Experience:
Min 10 years of experience in the area of project management and project controls
Pharma project experience is an advantage
