Summary:
A world famous foreign bank is looking for an IT Risk & Regulatory Officer in China to lead all China IT compliance and regulatory related matters. This role is based in Shanghai.

Key responsibilities:
- coordinate, complete and submit the reports as per requirements as well as guidelines from CBRC on a monthly, quarterly including annual basis
- be the single point of contact for the China compliance team on all regulatory matters impacting the China IT and audit, liase with - group internal audit stakeholders
- provide comfort, support, guidance and recommendations for the CTO and COO on all China regulatory issues
- attend the China country operating and technology committee, representing technological risk and security
- be the subject matter expert on China regulatory requirements for IT and provide support and guidance to the China IT teams where necessary
- contribute to the implementation and management of the operational and regulatory risk control framework within the technology services in China, support and challenge managers and staff on its effective implementation
- balanced management of risk and controls aligned to corporate and local risk appetite
- business management of audits related to the function’s controls and processes
- contribute as a specialist to programmes led by IT risk and security impacting the China IT
- support the APAC regional head of IT risk and security as the custodian of the business function risk profile
- support the APAC regional head of IT risk and security in ensuring that all operational activities are completed within the prescribed governance structure and that statutory/ governance are completed robustly
- help the business in China grow and remain compliant with group security policies and standards
- serve as an IT coordinator for all China IT risk and security matters

Key requirements:
- successful and timely submission of the IT general controls regulatory reports; no adverse feedback from CBRC or PBOC
- knowledge of the business environment within which IT works and the ability to translate this into tangible activities
- a good understanding of operational risk and controls theories and practical implementation approaches for technology
- IT security background would be an advantage , key risk interface with China management team
- strong working links with IT in China, key interface to china compliance team
- broad knowledge of technology to include operating systems, databases, applications and networks
- broad knowledge of payment systems, control and process design methods, audit and assurance methods, sarbanes oxley
- CISSP and/or CISA is a requirement, good understanding or cobit, ISO27000 and ITL
