Responsibilities:

Purpose

Manage and maintain Shell reputation in the project area;

Be the main interface between the project and internal/external stakeholders,including fenceline communities,local officials at various levels and other influencing third parties;

Develop understanding of the local dynamics to reduce social and political tensions around our operation;

Coordinate appropriate social performance activities.

Principal Accountabilities

Build and maintain solid partnership with PetroChina project leadership and colleagues;

Obtain a thorough understanding of the project overall as well as area specific activities,and understand the possible impact of the project on the communities;

Manage a team of CLOs,and manage interface with fenceline communities and other local stakeholders,including local media,local officials,NGOs,and other influencing parties;

Accountable for land acquisition and land lease in line with project schedules;

Accountable for managing all community-related issues so that project schedule is not impacted negatively;

Lead to fulfil compliance with permitting and regulatory requirements of the local governments;

Lead the planning and implementation of social investment programmes and proactively seek opportunities to enhance local contents and employment in the project area;

To be a member of the project management team and asset management team and provide early warning and mitigation information for potential community disruptions to the project;

To be a member of the Emergency Coordination Team and act as focal point to provide support to Crisis Management.

Main Challenges

Build partnership with PetroChina project leadership;

Lead the Shell CLO team and motivate PetroChina staff seconded to the project by building shared vision and values;

Upholding Shell’s reputation standard and SGBP without souring relationships with partners;

Provide creative and timely solutions to complex community and government issues.

Support to deliver Jinqiu project on schedule and on budget

Requirements:

Fluent in English speaking and writing;

Good network with PetroChina project leadership and local governments;

Good track record on management/leadership;

Good business knowledge in oil and gas industry;

Expert knowledge of land acquisition matters and other social issues, including political and social complexity and sensitivity;

Ability to manage relationships effectively with internal/external stakeholders in a structured and proactive approach;

Understand community concerns, expectations and needs, design and implement mutually beneficial programs;

College degree.
