职位描述
Responsibilities:
- The Project Development Engineer manages the engineering and technical aspects of assigned projects through the project development process from early stage site evaluation through complete development and handover to EPC group.
- The Project Development Engineer works as a key member of the international project development team, reporting to the Director - Project Development and working with leads assigned in business development, siting, permitting, transmission interconnect, marketing, finance and public/government relations.
- Manages preparation of engineering/technical input to the project development process including site layouts, plant performance estimates, plant capital and O&M cost estimates, site surveys and geotechnical reports, hydrology and conceptual grading & drainage designs, project descriptions and technical data for permit applications, and conceptual plant substation and gen-tie designs.
- Manages, reviews, and coordinates engineering deliverables from engineering, procurement, construction, commissioning, and O&M groups and deliverables from outside consultant and specialty contractors.
- May be assigned to multiple projects simultaneously depending on project development status and project needs. The position requires domestic and international travel with extended stays in county working from established country office in support of business development team.
Requirements:
- BS degree in an engineering discipline, (i.e. BSEE, BSME, BSCE, BSChE).
- Business or environmental engineering degree or training is a plus.
- 12+ years project engineering experience in the design/build, EPC, or electric utility generation fields in a combination of Chinese and International markets.
- 3+ years project or functional group management experience.
- Prior experience in the solar industry desirable.
- Project experience to include project development and permitting, conceptual and detailed - design, project engineering management, scope preparation, scheduling, cost estimating, procurement, and contracts.
- Construction, testing, and commissioning experience is preferred.
- Minimum 5 years project or group management experience required.
- Professional or Chartered Engineer Registration preferred.
-Successful experience developing energy generation facilities interconnected to Inner Mongolia Power’s transmission network and other Chinese/Asian utilities or inside the fence generators.
- Must possess technical knowledge of related engineering systems, equipment,
- Engineering calculations, and construction methods/materials.
- Proven team leader.
- Deep understanding of project development and permitting processes.
- Proficient knowledge of engineering economics and optimization process.
- Strong knowledge of project engineering, procurement, and construction processes/procedures.
- Excellent verbal and written communication and interpersonal skills required.
- Strong computing skills including MS Office Suite and engineering programs.
- Organized with the ability to simultaneously manage multiple development projects.
- Multilingual, fluent in both English and Mandarin. Assess and anticipate deliverable needs, prepare budget and schedule, and communicate resource requirements to senior management.
- Lead and supervise the assembled project engineering team in execution of development engineering deliverables.
- Provide engineering/technical input and direction to site evaluation and characterization, permitting, power purchase agreements; interconnect agreements, financial modeling, and other project development aspects.
- Assist in the transition of projects from the Project Development to EPC groups, including typically rotating from Project Development Engineer to EPC Project Engineer.
- Facilitate the transition of project responsibilities from the Project Development to EPC groups.
- Develop and evaluate options to optimize cost and scheduling and develop ’work around plans’ as required to recover schedule.
- Represent in development, permitting and marketing meetings on engineering and technical issues, including meetings with the public and regulatory authorities.
- Primary interface with project management and senior management on matters relating to development engineering progress, quality, scope and schedule.
